Professional Services for a Comprehensive User Fee Study, Citywide Cost Allocation Plan, and 2 CFR Part 200 - Compliant Indirect Cost Rate Proposal with an optional Aquatic Center Analysis

The Consultant shall provide professional consulting services to prepare a Comprehensive User Fee Study (User Fee Study), Citywide Cost Allocation Plan (CAP), and 2 CFR Part 200 – Compliant Indirect Cost Rate Proposal (ICRP).The Consultant shall develop integrated methodologies and models so that the CAP and ICRP support the User Fee Study and provide a consistent framework for allocating indirect costs, determining the full cost of services, recovering costs, and supporting Federal and State grant reimbursement.The Consultant shall coordinate the User Fee Study, Cost Allocation Plan, and Indirect Cost Rate Proposal to ensure consistency in cost-allocation methodologies, assumptions, and cost recovery calculations across all project deliverables.The Consultant shall identify opportunities to improve the City's overall cost recovery framework and provide recommendations for maintaining the fee model, Cost Allocation Plan, and Indirect Cost Rate Proposal for future annual updates.
