2026 Milling & Overlay Street Projects

The Borough of Waynesboro is inviting bids for the 2026 Milling & Overlay Street Projects. Bids must be submitted by 3:00 p.m. on Monday, September 7th, 2026, at the Borough Manager's office located in Borough Hall, 55 E. Main Street, P.O. Box 310, Waynesboro, PA 17268. The bids will be publicly opened and read aloud at 4:00 p.m. on the same day in the second-floor conference room of Borough Hall. The Borough Council will consider the bids for award recommendation during their meeting at 6:30 p.m. on Wednesday, September 16th, 2026, in the second-floor Council Chambers of Borough Hall. Bids should be clearly marked as "BIDS FOR 2026 MILLING & OVERLAY STREET PROJECTS".Contract documents, including Technical Specifications, are available at the Borough Manager's office. Interested bidders can obtain copies of the Contract Documents there. Any addenda will only be sent to those who have registered their name and address with the Borough after obtaining the Contract Documents.A Pre-Bid Meeting is scheduled for Wednesday, August 19th, 2026, at 1:30 p.m. in the second-floor conference room of Borough Hall. Bidders are encouraged to attend this meeting.Each bid must include a certified check, bank draft, or a satisfactory Bid Bond executed by the bidder and an acceptable surety, amounting to ten percent (10%) of the total bid. This project is funded by the Pennsylvania Department of Transportation Municipal Liquid Fuels Program, and Pennsylvania State Prevailing Wages will apply as per the Pennsylvania Prevailing Wage Act 442 of 1961. The Contract Documents outline requirements regarding prevailing labor wage rates, labor standards, and non-discrimination in hiring practices.The Borough of Waynesboro reserves the right to reject any or all bids or waive any informality in the bidding process. Bids may be held for up to thirty (30) days post-opening for review and qualification assessment of bidders before contract award.
