Financial Advisor for Rental Assistance Demonstration Program

The Housing Authority of the City of South Amboy is looking for a Financial Advisor to provide specialized advisory services related to financing its public housing portfolio through the US Department of Housing and Urban Development Rental Assistance Demonstration Program. The Authority is transitioning its public housing units to Project Based Vouchers under the RAD Program. The selected Financial Advisor will be responsible for preparing the application(s) to the New Jersey Local Finance Board for the RAD financing and must be able to review financing documents, advise accordingly, and represent the Authority at Local Finance Board meetings.Qualifications for the Financial Advisor include possessing all necessary licenses and certifications, being approved by the United States Department of Housing and Urban Development, and having prior experience in providing similar services.Proposals must include a Proposal Submission Sheet, a list of similar projects completed, references, copies of licenses and certifications, a valid New Jersey Business Registration Form, a certification regarding suspension or debarment from HUD Programs, a Non-Collusive Affidavit, a Stockholder disclosure form, and an Affirmative Action Compliance Notice. Proposals should be submitted to the South Amboy Housing Authority by 11:00 A.M. on August 27, 2026, and must follow the required proposal submission format.This solicitation is conducted in accordance with the New Jersey Local Unit Pay to Play law as a fair and open process.
