The County Commissioners of Queen Anne’s County received a planning grant in the amount of $280,000 from the United States Department of Transportation under the Safe Streets for All grant program. The purpose of the grant is to engage a firm to develop a robust multimodal comprehensive Transportation Safety Action Plan (TSAP) that is appropriate to the size and scale of Queen Anne’s County, Maryland, and to improve transportation safety, reduce crashes, and identify projects that would improve highway safety.The County intends to allocate up to $280,000 to hire a qualified firm, experienced in working with a county jurisdiction of the same size and characteristics as Queen Anne’s County, to provide professional services to create a TSAP. The County is requesting firms to propose a detailed and comprehensive approach to creating a Countywide Plan which, among other things, reviews available crash data, identifies crash hotspots, evaluates the potential causes of crashes, and provides site-specific recommendations that would improve highway safety and reduce the frequency and severity of crashes on State Highways, County Roads, Municipal Roads and Bike & Pedestrian facilities. With the available grant funding, Queen Anne’s County is seeking the most comprehensive, robust, and innovative TSAP that is detailed and prescriptive to easily guide implementation of improvements and programs to improve safety. Vendors are strongly encouraged to propose innovative, practical and approvable solutions, value-added services, and creative approaches that enhance the TSAPs impact beyond the base scope, such as advanced data analytics, pilot demonstrations, enhanced visualization tools, or other enhancements that demonstrate added value within the available budget. It is intended that the TSAP be substantially complete substantially completed within 12 months from Notice to Proceed with final adoption by the County targeted by the end of 2027.
