Notice to Bidders: Removal and Trucking of Sludge

Notice is hereby given that sealed bids will be received by the  Hanover  Sewerage  Authority, County of Morris, State of New Jersey on Friday, November 21 at 10:00 a.m., prevailing time, at the Township of Hanover Municipal Building, 1000 Route 10, Whippany, New Jersey for  removal  and trucking of liquid sewage sludge from the Hanover Sewerage Treatment Plant located at Troy Road, Whippany New Jersey, for disposal at Passaic Valley Sewerage Commissioners (PVSC) Treatment Plant.Bids will be received on contract duration of one (1) year commencing on January 1, 2026, together with options for two (2), one (1) year extensions exercisable in the sole discretion of the Authority.Bid forms for the proposed services are on file in the Municipal Building, 1000 Route 10, in said Township and  may  be  inspected  by  the  prospective  bidders  during  regular  business  hours.  Bid forms may be picked up in person or will be mailed to prospective bidders on request.Each bid must be made on the standard bid forms furnished by the Hanover Sewerage Authority in the manner thereon and must be enclosed in a sealed envelope bearing the name and address of the bidder and the bid title, and contract number and shall be addressed to:Hanover Sewerage AuthorityTownship of HanoverMorris County, New JerseyBids sent by mail or messenger shall also be marked:SEALED BID - DO NOT OPENBids must be delivered on or before the hour stated above. Bids may be delivered by hand, mail or messenger. Bids sent by mail or messenger must be sent to the Authority's Administrative Office. The Authority will not be responsible for failure to receive bids sent by mail or messenger.  No bid will be accepted after the hour stated above. Bid must be accompanied by a certified check, cashier’s check or Bid Bond in an amount equal to ten(10%) percent of the bid but not exceeding $ 20,000 payable to the order of the Hanover Sewerage Authority to Insure the execution of the Contract. The deposit shall be forfeited if the successful bidder fails to enter into a contract within ten (10) days of the Notice of Award of the Contract.  Upon execution of the Contract, the bid check of the successful bidder will be returned.  Within ten (10) days of the receipt of bids, the security of all but the three (3) apparent lowest bidders will be returned. Bid shall be accompanied by a Consent of Surety for the furnishing of a payment and performance bond issued by a company authorized to do business in the State of New Jersey, satisfactory to the Hanover Sewerage Authority and its counsel, in the amount equal to 100% of the total base bid. The bond shall be submitted and approved on or before the date set for execution of the Contract.Bidders and the lowest responsible bidder awarded a contract for the services described  in this notice are required to comply with the following State Statues:Local Public Contracts Law, N.J.S.A. 40A:1l-1 ET. seq.Mandatory Equal Employment Opportunity and Affirmative Action Language pursuant to N.J.S.A, 10:5-31 ET. Seq. and NJ.A.C. 17:27.State of New Jersey Business Registration Certificate P.L. 2004 c. 57, issued by the State of New Jersey, Department of Treasury, Division of Revenue.The New Jersey Election Law Enforcement Commission “ Pay-to-Play Disclosure L e gi s l a t i on , N.
