The County of Riverside Purchasing and Fleet Department , on behalf of the Department of Public Social Services (DPSS) , is seeking proposals from qualified firms and individuals to provide coaching, training, organizational development, and strategic planning services for staff at all levels, including supervisors, managers, and executive leadership. DPSS consists of five divisions—Children and Family Services, Adult Services, Self-Sufficiency, Finance, and Administration—and is committed to strengthening organizational effectiveness, leadership capacity, and operational efficiency in support of its mission of partnering with communities to protect and empower vulnerable people. Guided by its vision of a county where individuals reach their full potential and its core values of Accountability, Collaboration, Respect, Diversity, Integrity, Learning Organization, and Customer Focus, DPSS seeks to foster a culture of continuous learning, innovation, engagement, and performance excellence. This solicitation invites qualified vendors to provide expertise in organizational effectiveness, strategic alignment, continuous improvement, leadership development, and workforce development. Services may include executive and leadership coaching, mentoring, targeted training, strategic planning facilitation, curriculum development, and the creation of tools and resources that address organizational challenges and support sustainable learning. Vendors should apply evidence-based methodologies, including Continuous Quality Improvement (CQI), Lean Six Sigma, Plan-Do-Study-Act (PDSA), process mapping, and leadership development best practices to strengthen leadership competencies, improve collaboration, optimize business processes, and enhance service delivery. The County of Riverside reserves the right to award this solicitation to a single vendor or multiple vendors. Key Principles The County seeks practical, results-oriented services that strengthen leadership, improve operational performance, and support long-term organizational success. Proposed approaches should emphasize evidence-based practices, knowledge transfer, strategic alignment, systems thinking, cross-divisional collaboration, equity and inclusion, workforce engagement, and sustainable implementation. Program Objectives The primary objective of this program is to enhance DPSS's organizational effectiveness through coaching, training, and strategic development initiatives that build leadership and staff capacity, improve operational efficiency, and support continuous improvement. Services should promote innovation, data-informed decision-making, leadership development, and alignment with departmental priorities while providing targeted professional development that produces sustainable organizational outcomes. Bidders may propose services addressing one or more of these objectives based on their areas of expertise. Program Outcomes Successful implementation will result in measurable improvements in organizational performance, leadership capability, operational efficiency, and service delivery. Staff and leaders will strengthen competencies in continuous improvement, strategic planning, process optimization, and leadership. The program will also expand access to specialized coaching and consulting resources, increase accountability and collaboration across divisions, and support sustained organizational learning, innovation, and long-term excellence. Target Population and Historical Information DPSS employs approximately 4,300 staff, including line staff, supervisors, managers, and executive leadership, across its five divisions: Children and Family Services, Adult Services, Self-Sufficiency, Finance, and Administration. Coaching, training, and organizational development services will be delivered to targeted divisions, units, or employee groups based on departmental priorities and identified organizational needs.
