City Water, Light and Power (CWLP), City of Springfield, Illinois is seeking General Contractors to participate in its Helping Homes Energy Efficiency Improvements Program. This program aims to provide energy efficiency improvements to owner-occupied residences for CWLP electric customers who qualify for either the low-income or senior fixed-income program.All General Contractors interested in bidding on this program are required to attend a mandatory pre-bid meeting and contractors' walkthrough of 11 homes scheduled for energy improvements. The pre-bid meeting is set for August 26th, starting promptly at 8:00 a.m., at the CWLP/Energy Services Office located at 1008 E. Miller Street, Conference Room 2. The contractor walkthrough will follow the pre-bid meeting and will conclude at the end of the day. Bid packets for each home will be distributed during the pre-bid meeting.Bids will only be accepted from General Contractors who attend the pre-bid meeting and walkthrough. Bidders must meet the requirements set by the City of Springfield and the Helping Homes Program, which are included in the bid packets. These requirements include proof of general liability insurance of at least $1,000,000 in general aggregate coverage, state-mandated workman's compensation insurance, and applicable state/local licensing (such as plumbing, lead, electrical, etc.). Contractors will also need to report employee wage information prior to project closeout and payment for work performed to ensure that all workers were paid the current prevailing wage.All bids must be received by September 19th, 3:30 pm at the City of Springfield Office of Budget and Management, Room 210-Municipal Center, West 300 South Seventh Street, Springfield, IL 62701-1681. The bid-opening is scheduled for September 24th, 2026, at 10:00 a.m. at 1008 E. Miller Street, Springfield, IL Conference Room 2. Attendance at the bid-opening is not mandatory.
