WMATA's existing Parking Access and Revenue Control System (PARCS) was deployed approximately 14 years ago, with portions of the underlying infrastructure dating back to the original construction of several facilities. The system has reached the end of its useful life and is increasingly difficult to maintain due to aging hardware, obsolete technology, and the vendor's discontinuation of support for the installed platform. Over the past decade, significant advancements in parking management, payment processing, and customer service technologies have surpassed the capabilities of the current system. As a result, WMATA faces limitations in meeting evolving customer expectations and delivering the seamless, convenient, and efficient parking experience that today's users demand. To address these challenges, WMATA seeks to modernize its parking operations by replacing the existing PARCS with a cloud-based, state-of-good-repair solution. The modernization effort will also include the deployment of License Plate Recognition (LPR) technology integrated with WMATA's broader fare collection and payment ecosystem, enhancing operational efficiency, customer convenience, and long-term system sustainability.
