RFP - Cost Allocation Plan and User Fee Study

The City of South Gate (the “City”) invites qualified consulting firms to submit proposals to prepare a comprehensive Cost Allocation Plan, conduct a federal grants cost recovery and allocation compliance review, and complete a Citywide User Fee Study. The City intends to establish equitable, transparent, legally defensible, and audit-ready methodologies for allocating indirect and central service costs, and for determining the full cost of municipal services and the fees and charges associated with them.The City has not completed a comprehensive update of these analyses in many years. The City has also received Single Audit findings related to unsupported allocations charged to federal funding from the U.S. Department of Housing and Urban Development (HUD). The City, therefore, expects the selected Consultant to treat federal grants cost recovery, labor distribution, indirect cost allocation, and supporting documentation as core project objectives — not as incidental work. The City prefers to award the work to a single Consultant but reserves the right to award the components of this engagement together or separately, in whole or in part, as described in Section 7.1.
