Request For Proposals (RFP) On-Call Fencing Maintenance And Repair Services

The City of Morgan Hill (“City”) Public Services Department will accept electronic PDF proposals from qualified Contractor State License Board (CSLB) licensed C-13 Fencing Contractors for its On-Call Fencing Maintenance and Repair Services bid no later than Tuesday, September 8, 2026 at 11:00 a.m. via an email to cynthia.iwanaga@morganhill.ca.gov Late proposals will not be accepted. Description: The City of Morgan Hill is requesting proposals from qualified CSLB C-13 fencing contractors to provide on-call fencing maintenance and repair services at City facilities. Term of New Agreement: The anticipated (2) two-year term of the new agreement is January 1, 2027 through December 31, 2028 with the possibility of up to three (3) one-year extensions. Qualifications: Required Licenses: The bidder and subcontractors (if any) must possess any required licenses, and meet insurance and permit requirements of the City, State and Federal governments, as well as all other requirements of the law required to perform the services. This agreement requires a valid CSLB contractor’s license in the following classification: C-13 Fencing Contractor The successful bidder will also be required to obtain a City of Morgan Hill Business License, if they don’t already possess one. Contractor must pay State of California Dept. of Industrial Relations (“DIR”) prevailing wages. Contractors and their subcontractors (if any) must also be registered with the “DIR” as a Public Works Contractor (“PWC”) before submitting a proposal to the City. Special Requirements: DIR Registration. City will not accept a bid proposal from or enter into a contract with a bidder, without proof that the bidder and its Subcontractors are registered with the California Department of Industrial Relations (“DIR”) to perform public work pursuant to Labor Code Section 1725.5 subject to limited legal exceptions. Prevailing Wages. Pursuant to California Labor Code Section 1720 et seq., this Project is subject to the prevailing wage requirements applicable to the locality in which the Work is to be performed for each craft, classification or type of worker needed to perform the Work, including employer payments for health and welfare, pension, vacation, apprenticeship and similar purposes. Each worker performing work under this contract shall be paid at a rate not less than the prevailing wage as defined in Sections 1771 and 1774 of the Labor Code. Rates. The prevailing rates are available online at http://www.dir.ca.gov/DLSR . Each Contractor and Subcontractor must pay no less than the specified rates to all workers employed to work on the Project. The schedule of per diem wages is based upon a working day of eight hours. The rate for holiday and overtime work must be at least time and one-half. Compliance. The Contract will be subject to compliance monitoring and enforcement by the California Department of Industrial Relations, pursuant to Labor Code Section 1771.4. Questions or requests for clarification regarding the project, bid procedures or any of the contract documents must be submitted in writing to Cynthia Iwanaga, Management Analyst, at Cynthia.iwanaga@morganhill.ca.gov no later than Tuesday, August 25, 2026 at 5:00 p.m. Oral responses are not authorized and are not binding on the City. An interpretation or clarification by City in response to a written inquiry will be issued in an addendum.
