26-055 Port of Pensacola Berth 6 Structural Sustainability Survey

ACTIVE

Scope of WorkContractors shall commence a structural sustainability survey on Berth 6 Port of PensacolaBerth 6 consists of a bulkhead wall and cast in place reinforced concrete dock. The bulkhead wall, situated adjacent to and south of Warehouse 6, is constructed of steel sheet piling (US Steel MZ 38) with a concrete cap and extends approximately 645 feet in length. This bulkhead is stabilized with approximately 126 pre-cast pre-stressed concrete batter piles that tie into the concrete cap near the waterline. The concrete dock is supported by approximately 295 pre-cast pre-stressed 18-inch square piling. Refer to the drawings provided for additional information and use in generating inspection documentation. The inspection to be performed consists of the bulkhead wall (steel sheet piling, battered concrete piling and reinforced concrete cap/wall) and the concrete piling of the dock from the mudline to the bottom of the dock’s superstructure. The bottom of the dock’s superstructure is the top of the bulkhead wall and the top of the piling for the dock. The inspection is to be conducted in conformance with the American Society of Civil Engineers (ASCE) Waterfront Facilities Inspection and Assessment Manual, and the level of the inspection is to be level 1 – general visual inspection, unless damages discovered warrant further inspection. In addition to the level 1 inspection of the bulkhead wall, the thickness of the steel sheet pile shall use Ultrasonic Testing (UT) methods to evaluate the thickness of the steel sheet pile. The UT soundings are to be made at every 5th column line or 50 feet, and the thickness measured at the top, middle (12-15 ft) and bottom (20-25 ft) of the sheet pile. Diving services are to be performed with commercial divers that contain certifications with the Association of Diving Contractors (ADC) and the Federal Highway Administration (FHWA) Underwater Bridge Inspection. Video equipment is to be included on site in case areas are found to need more detailed inspection and reporting based upon the findings of the visual inspection. The inspection shall be documented with a comprehensive, written report summarizing conditions, location, size and severity of damage. Photographs of damage above the waterline are to be provided and the location noted. Section 2.5, Tables 2-5, 2-6 and 2-7 of the ASCE Manual are to be used for rating the damage of the steel sheet pile wall, reinforced concrete cap/wall and prestressed piling respectively.Overall condition assessment ratings shall be provided for the bulkhead (steel sheet piling, prestressed concrete piling and reinforced concrete cap/wall) and the dock’s prestressed concrete piling accordance Section 2.6 and Table 2-14 of the ASCE Manual which provides ratings on a scale of 1 to 6. A rating of 6 represents a structure in good condition, whereas a rating of 1 represents a structure in critical condition.Note: Funding for this activity is provided through the Port of Pensacola local funds.
