Review City’s 2015 Long Range Property Management Plan (LRPMP), 2024 Economic Development Strategic Plan (EDSP), and other background documents as needed (area specific plans, Zoning Code, General Plan).Using the initial list of city-owned properties and supporting documentation (reviewed by the Public Works Department, City Manager’s Office, and City Attorney’s Office), determine the highest and best use for properties with the greatest potential to generate economic activity. Define the vision, analyze and estimate costs for proposed landlord improvements, and evaluate sale versus leasing strategies, including potential sale prices or lease rates for recommended uses. Additionally, detail any entitlement requirements and key steps necessary to achieve the vision.Convene key staff in a meeting to review initial findings and needs (Economic Development staff, Public Works-Real Estate staff, Planning Staff representative; can be virtual).Prepare a draft report identifying “catalyst sites” and recommending economic development or governmental uses.
