RFP Green Line Communication Based Train Control (CBTC) Replacement Project

The Southeastern Pennsylvania Transportation Authority (SEPTA) is seeking proposals from qualified agencies for the Green Line Communication Based Train Control (CBTC) Replacement Project. This project involves the comprehensive replacement of the existing signal system within the trolley tunnel to support new streetcar vehicles. The scope of work includes completing the final design, furnishing, and installing necessary equipment to implement the CBTC system.The project also encompasses the integration of Real-Time Vehicle Location (RTVL) systems, Work Zone Blocks (WZB), remote Temporary Speed Restrictions (TSRs), Train-to-Wayside Communication (TWC), and New Centralized Traffic Control (CTC) Equipment. The selected contractor must demonstrate the capability to manage these complex systems and ensure seamless operation within SEPTA's infrastructure.Proposals must be submitted in two parts: a Technical Proposal and a Cost Proposal. The technical evaluation will be conducted prior to the opening of cost proposals. A Pre-Proposal Meeting is scheduled for September 2, 2026, to provide further details and address any questions from potential contractors.Interested parties must submit written requests to obtain the contract documents, and a non-disclosure agreement must be completed before receiving the proposal documents. All correspondence and documentation related to the proposal must be directed to Racquel Burden at SEPTA's Procurement and Supply Chain Management Department.
