RFP-017-2988904-JC - Countywide Janitorial Services

The County of Orange, County Executive Office - CPO (hereinafter referred to as “County”), is soliciting proposals from qualified firms (hereinafter referred to as “Respondents”) for The County is soliciting proposals for Countywide Janitorial Services to support multiple County departments and facilities. Services include routine, periodic, and emergency cleaning of interior and exterior areas such as offices, public spaces, restrooms, locker rooms, showers, gyms, kitchens, clinical and high-risk environments, detention or secured facilities (where applicable), and surrounding exterior areas. The scope of services includes, but is not limited to, trash and recycling removal, floor care (sweeping, mopping, stripping, sealing, waxing, and carpet extraction), restroom and shower sanitation, cleaning and disinfecting of high-touch and public-facing areas, glass and window cleaning, exterior waste collection, enhanced disinfecting services, and day porter services at designated locations. All services shall be provided as a full-service janitorial operation using commercial-grade equipment, supplies, and disinfectants, and performed in accordance with applicable health, safety, environmental, and regulatory requirements to maintain County facilities in a clean, safe, sanitary, and professional condition. .  Respondents must meet the minimum qualifications and requirements as set forth within the RFP and be capable of providing services identified in the Scope of Work herein.The proposed schedule below is subject to change.  Any changes to the schedule for the RFP process will be issued to all Respondents via addenda on the County's eProcurement Portal.This is a fully electronic Request for Proposals (RFP). Respondents must submit their proposals online via the County’s online bidding system. Only electronic proposals will be accepted. Facsimile and e-mail proposals will NOT be allowed. Respondents are not to contact other County personnel with any questions or clarifications concerning this solicitation. Verbal clarifications or responses will not be considered binding.Respondents are required to review and acknowledge the Mandatory Pre-Proposal Job Walk Schedule, which identifies the required job walk dates, locations, facility-specific requirements, security and access procedures, and other solicitation-related information, as well as the Mandatory Job Walk Information Package, which establishes the general job walk requirements, attendance procedures, registration instructions, security clearance requirements, facility information, and other instructions applicable to the mandatory job walks. Attendance at all required job walks and compliance with the requirements contained in these documents is mandatory. Failure to comply with these requirements may result in a proposal being deemed non-responsive. Any parking fees incurred while attending the mandatory pre-proposal job walks shall be the sole responsibility of the Respondent.
