On-Call Rail Safety And Quality Support Services

The Peninsula Corridor Joint Powers Board (JPB), is seeking proposals from qualified and licensed firms (Proposer(s) to provideOn-Call Rail Safety and Quality Support.The Services to be provided to the Agency includes, but not limited to the following:• Provide qualified safety, security, quality, and executive advisory professionals for planned and unplanned assignments.• Support compliance with applicable Federal Railroad Administration (“FRA”), Federal Transit Administration (“FTA”), Transportation Security Administration (“TSA”), California Public Utilities Commission (“CPUC”), Occupational Safety and Health Administration (“OSHA”), and other applicable requirements.• Support compliance with applicable FRA railroad safety regulations under 49 CFR Chapter II, including support related to the 49 CFR Parts 200-299 regulatory framework and railroad operating rules and practices requirements;• Provide oversight for construction safety, corridor and interface coordination, and capital project delivery.• Provide independent quality assurance oversight aligned with the Caltrain Quality Management Plan (“QMP”), applicable transit quality guidance, and recognized quality management principles.• Support development, implementation, maintenance, and refresh of safety programs, including, as applicable, the System Safety Program Plan (“SSPP”) and Passenger Train Emergency Preparedness (“PTEP”) program.• Provide executive-level advisory support for complex, high-visibility, high-risk, or strategically significant assignments requiring senior judgment, independent perspective, and leadership-facing coordination.• Support special projects, incident response, audits, corrective actions, analytics, reporting, and emerging Caltrain priorities.
