Sports, Events and Aquatics Center Design Build Services RFP

REQUEST FOR PROPOSALS The City of Cleveland will accept sealed Proposals for Design Build Services for the design and construction of an indoor Sports, Events, and Aquatics Center with an outdoor waterpark.    Proposals will be accepted until 3:00 P.M., EST, August 21, 2026, at the Cleveland Municipal Building, 190 Church Street, NE Cleveland, TN, 37311.    Any proposal received after the date and time specified will not be considered.The City is seeking a uniquely qualified Design-Build Team with experience working with municipalities and other governmental entities that will provide design, preconstruction, construction, and related services as necessary to make the proposed Cleveland Sports, Events, and Aquatics Center (SEA) a City of Cleveland gold-standard destination multi-sports venue.  Under this delivery method, the selected Design-Builder will be responsible for architectural and engineering design, preconstruction and cost estimating, Guaranteed Maximum Price (GMP) development, construction, commissioning, and turnover of the Project.A MANDATORY pre-bid meeting (w/virtual option) will be held on July 28, 2026, at 1:00 P.M., EST, at the Cleveland Municipal Building Council Room, 190 Church Street, NE, Cleveland, TN 37311.   If you plan to attend virtually, contact Kristi Powers at no later than 12:00 P.M.
