SCOPE OF WORK - INVITATION The Chicago Park District (“CPD”) invites experienced general contractors to submit their qualifications for possible inclusion in the General Contractor Services pre-qualified pool (“GCS pool”). There are two categories of work for this pool, and firms can submit their qualifications for one or both categories of work: (i) New Construction/Renovation and (ii) Playground Construction. (See Categories Form on p. 113). Pre-qualification will be awarded by category. If the firm is submitting their qualifications package for more than one category, a separate qualification package is not required for each category, however the qualification package must include the Categories Form (p. 113) that indicates the category or categories for which you are submitting your qualifications package and all documentation pertinent to the category such as experience and personnel (See Qualifications Package Contents, pp. 107-108). Lastly, pre-qualification is not a guarantee of work. Pre-qualified firms shall provide all equipment, fuel, labor, materials, transportation, trucks, vehicles and any/all other services necessary to complete any project in accordance with the terms and conditions of this RFQ. Additionally, all services and materials shall be of the highest and best quality, competitively priced, and delivered and performed in a timely manner. Firms Currently In the General Contractor Services Pool Current members of the CPD’s GCS pool must submit their qualification package in response to this RFQ in order to be considered for possible inclusion in this new pool. There is no automatic qualification, special consideration, or expedited review for firms in the current GCS pool. EXPERIENCE The CPD is seeking general contractors who have experience with the services and sizes, types, and magnitudes of construction projects described in this Scope of Work and Exhibit A. Additionally, their experience must include being responsible for all work on projects, from start to final close-out. The CPD is not seeking firms to provide only construction management services, or to serve as pass-through or brokers. Further, the firms must be financially solvent. Lastly, all firms interested in submitting their qualifications are required to have the City of Chicago General Contractor’s License of the appropriate class, and any other license(s) and certifications required by law. For pre-qualification in this pool, your firm must have the ability to perform at least 15% of the contracted work. You cannot pre-qualify your firm in this pool if you intend to subcontract the entirety of the work to another firm. In addition to Exhibit A, more information regarding CPD construction projects can be found in the Capital Improvement Plan that can be viewed and downloaded at the following link: https://www.chicagoparkdistrict.com/parks-facilities/capital-improvement-plan
