Special Needs Housing Program (SNHP) Notice of Funding Availability

Special Needs Housing Program (SNHP) NOFA In 2008, The Mental Health Services Act (MHSA) Housing Program was created to develop new permanent supportive housing units for severely and persistently mentally ill clients who were homeless, or at-risk of being homeless.  Orange County received, and has committed, over $33 million from a one-time $400 million statewide appropriation for the MHSA Housing Program.  Funds were used for construction and rental subsidies for 194 new MHSA units. The MHSA Housing Program concluded in May 2016.  At the request of a number of counties, the California Housing Finance Agency (CalHFA) created the “Local Government Special Needs Housing Program” (“SNHP”) which builds upon the successes of the MHSA Housing Program for the development of new MHSA housing. Orange County recently (on 3-13-18) allocated an additional $15 million in funds to the SNHP for additional permanent supportive housing units.   Proposals for funding will be considered on a first-come, first-served application basis and applications will be reviewed by County staff in the order received.  Interested applicants are welcomed and encouraged to contact Julia Bidwell of HCD&HP at julia.bidwell@occr.ocgov.com or Elizabeth Row of HCA at ERow@ochca.com with questions, including the remaining amount of SNHP funds available for projects, prior to initiating the application process.      Added on Oct 22, 2018:NO PLACE LIKE HOME (NPLH) EXPRESSION OF INTEREST: Addendum to SNHP NOFA and Guidelines BID Number: 012-182311 – Addendum 1   The Orange County Health Care Agency and Orange County Community Resources is announcing the release of an Expression of Interest (EOI) process for parties interested in applying for funding through the No Place Like Home (NPLH) program to acquire, construction, and/or rehabilitate permanent supportive housing for homeless individuals with serious mental illness who are homeless, chronically homeless or at-risk of chronically homelessness. The NPLH EOI is an addendum to the Special Needs Housing Program (SNHP) Notice of Funding Availability and Guidelines released by the County in March 2018. The NPLH program builds upon the successes of the MHSA Housing Program for the development of new MHSA housing. It is important to note that the NPLH program is conditioned upon authorization through the state ballot (Prop. 2) and court validation processes and no NPLH funds will be available until those processes have been completed.  Proposals for NPLH funding through the EOI process will be considered on a first-come, first-served basis and applications will be reviewed by County staff in the order received.  Interested applicants are welcomed and encouraged to contact Michelle Zdeba of Orange County Community Resources at michelle.zdeba@occr.ocgov.com or Lisa Row of the Health Care Agency at ERow@ochca.com with questions.   The NPLH EOI will be available on or about October 22, 2018 through Bidsync, the County of Orange Procurement website.
