Comprehensive Public Health and Environmental Health Services Assessment

The purpose of this Request for Qualifications (RFQ) is to identify and select a qualified professional consulting firm to perform a Comprehensive Public Health and Environmental Health Services Assessment for the City of Eagle Pass. The selected consultant shall conduct an independent, data-driven evaluation of the City's current public health and environmental health services, existing community resources, regulatory responsibilities, and service delivery framework. The assessment shall include, but not be limited to, the collection and analysis of relevant data, evaluation of water quality monitoring practices, epidemiological assessment, review of applicable federal, state, and local regulations governing public health and environmental health enforcement, assessment of current sanitization and environmental health practices, evaluation of services currently provided by governmental and non-governmental entities, identification of service gaps, and development of strategic recommendations for future service delivery. The City intends for this assessment to provide a comprehensive understanding of the community's current and future public health and environmental health needs. The final recommendations shall assist City Administration and the City Council in evaluating potential organizational structures, operational responsibilities, implementation strategies, staffing requirements, estimated costs, funding opportunities, and long-term planning necessary to enhance the health, safety, and quality of life of the residents of Eagle Pass. The City reserves the right to award a contract to the Respondent whose qualifications are determined to be the most advantageous to the City in accordance with the evaluation criteria contained herein and the requirements of the Texas Professional Services Procurement Act (Texas Government Code, Chapter 2254).
