Lee County Maintenance Facility Lot Resurface Project

Lee County, Illinois is seeking sealed bids from qualified contractors for the Lee County Maintenance Facility Lot Resurface Project, which is located at 306 S. Hennepin Avenue, Dixon, Illinois 61021. The scope of work includes the removal and legal disposal of existing asphalt pavement, excavation and preparation of the existing subgrade as required, grading and compaction, and the installation of a 2-inch hot-mix asphalt binder course and a 2-inch hot-mix asphalt surface course, resulting in a total compacted asphalt thickness of 4 inches. Additionally, traffic control, cleanup, restoration, and related work necessary to complete the project are included. A non-mandatory pre-bid meeting and site walk will take place on September 4, 2026, from 9:00 AM to 10:00 AM. Bidders are strongly encouraged to inspect the project site and familiarize themselves with existing conditions prior to submitting their bids. All questions or requests for clarification must be submitted in writing no later than September 8, 2026, to Greg Saunders, FMD Foreman at gsaunders@countyoflee.org. Bid documents can be obtained electronically by contacting Greg Saunders at the same email address. Bidders are responsible for obtaining all issued addenda and incorporating them into their bids. Sealed bids must be submitted to the Lee County Administrator's Office at 112 E. Second Street, Dixon, Illinois 61021 until 9:00 AM on September 11, 2026, at which time the bids will be publicly opened and read aloud. All bids should be submitted in a sealed envelope clearly marked: SEALED BID - LEE COUNTY MAINTENANCE FACILITY LOT RESURFACE PROJECT - DO NOT OPEN. This procurement is conducted in accordance with 55 ILCS 5/5-1022 of the Illinois Counties Code. All work must comply with the Illinois Prevailing Wage Act, 820 ILCS 130, and all other applicable federal, state, and local laws and regulations. Lee County reserves the right to reject any or all bids, waive technicalities or minor irregularities in the bidding process as permitted by law, and determine bidder responsibility. The award will be made to the lowest responsive and responsible bidder in accordance with applicable Illinois law and the requirements of the bid documents.
