The City of Gadsden, Alabama is seeking sealed construction proposals for the East Gadsden Community Pool Project. This project requires the furnishing of all labor, materials, equipment, and services necessary to complete the work. Bids must be received by the City Clerk at City Hall, 90 Broad Street, Room 411, Gadsden, Alabama by 2:00 P.M. on Tuesday, September 29, 2026. Bids can be submitted by mail to 'City Clerk, P.O. Box 267, Gadsden, Alabama 35902-0267' or delivered in person to the City Clerk's office. Bids will be publicly opened and read at the specified time and location. Specifications and Contract Documents are available for public inspection at City Hall. Interested bidders can obtain electronic (pdf) specifications and contract documents by emailing Chris McNiel at Chambless King Architects (cmcniel@chamblessking.com). It is mandatory for all bidders to register with Chambless King Architects to be eligible to submit a bid. Each bid must include a Cashier's Check or Bid Bond for 5% of the bid amount (maximum of $10,000) made payable to the City of Gadsden, Alabama. Although a contractor does not need to be licensed to submit a bid, proof of all applicable licenses must be provided before the contract is awarded. The contractor must perform at least 30% of the total contract cost with their own organization. This project is federally funded and must comply with the Federal Highway Act and other related regulations. MBE/DBE participation is encouraged, but no specific goals have been set. Minimum wage rates as per the Davis Bacon Act have been predetermined and are included in the specifications. Bidders are reminded that they must ensure compliance with federal immigration law and must not discriminate based on race, color, religion, sex, or national origin. The successful bidder is required to provide a Performance and Payment Bond within ten days of being notified of the contract award. Bids cannot be withdrawn for 60 days after the opening date. The owner reserves the right to reject any or all bids and to disregard minor irregularities. Bidders must comply with all licensing requirements as per Alabama law, and a current license number must be included with the bid or a statement indicating that it has been applied for.
