Boiler Plant & Controls Replacement

The Wyoming State Construction Department, Procurement Section, on behalf of the Wyoming Department of Health, Wyoming Pioneer Home, (Procuring Agency) will receive bids until 1:00 p.m. Mountain Time on November 20, 2026, through the Public Purchase online bidding system for the Boiler Plant and Controls, located at Wyoming Pioneer Home in Thermopolis, WY. Project Description: Replacing two existing boilers with three new boilers and the associated heating plant accessories; replace all pneumatic system components i.e., controls and valves throughout the building with electronic DDC actuators and controls; replace existing electronic control valves with new; add a nonproprietary HVAC building automation system and provide a central control station to monitor HVAC operations for the entire building; and demolition of existing second boiler plant equipment and tying heating system into new boiler plant. Controls contractor will be selected for this project through the RFQ qualification process (RFQ #27-0687). It is the bidder’s responsibility to review, through Public Purchase at www.publicpurchase.com for answers to questions, addenda, or bid tabulations. Telephone calls, emails, or faxes may not be accepted. A mandatory pre-bid meeting will be conducted at 10:00 a.m. MT on Wednesday, September 16, 2026, starting at Pioneer Home, 141 Pioneer Home Dr., Thermopolis, WY 82443. Bidding questions and substitution requests shall be submitted on the Public Purchase website by 3:00 MT on November 12, 2026. All questions and substitution requests will be answered and provided to all prospective bidders via answers on the Public Purchase website or in the form of a written addendum posted on Public Purchase by 3:00 p.m. MT on November 13, 2026. Questions received after 3:00 p.m. on November 12, 2026, will not be addressed. It is the Contractor's responsibility (not required) to add their company to the Plan Holders and Contractors List. If a bid is greater than $150,000, each bid is required to have a bid deposit in the amount of Ten Percent (10%) of the total bid, which shall be in the form of a bid bond, cashier's check, or certified check (a copy of a check will not be accepted) drawn on a reliable bank and made payable to the State of Wyoming (no personal checks will be accepted), or an electronic bid bond with Surety 2000. ONLY if you are submitting an original 10% bid bond or submitting a 10% cashier check, it MUST be received in the Procurement Office at: Wyoming State Construction Department, Procurement Office, 700 West 21st Street, Cheyenne, Wyoming 82002, by 1:00 p.m. November 20, 2026 . A COPY OF THE 10% CASHIER CHECK WILL NOT BE ACCEPTED. If you are using Surety 2000, you will need to upload with your bid response documents a copy of the Surety 2000 document. Note: All bids must be signed and uploaded completely through the Public Purchase online bidding system no later than the 1:00 p.m. Mountain Time on the due date indicated in the document.
