Pequannock Sludge Lagoon Remediation

The work involves the dredging, removal, and proper disposal of sludge from a 48 million-gallon capacity sludge lagoon that receives flows from the Pequannock Water Treatment Plant. The lagoon is located approximately two miles from the Water Treatment Plant, adjacent to the Charlotteburg Reservoir. The project includes on-call services for the removal and disposal of sludge from the Pequannock Water Treatment Plant and the hauling and disposal of dewatered sludge cake from the Pequannock Residuals Treatment Facility on a weekly basis.There will be a public opening of bids on Thursday, September 17, 2026, at 2:00 PM at City Hall, 920 Mayor Kenneth A. Gibson Boulevard, Newark, New Jersey, in Room 115. The public opening may also be accessed via MS Teams.Bidders must submit their bids in accordance with the Instructions to Bidders and include a Bid Security in the form of a bid bond, cashier's check, or certified check made payable to the City of Newark, equal to 10% of the total bid amount, not exceeding $20,000. Bidders may not withdraw their bids for 60 calendar days following the bid opening, unless under specific circumstances.The successful bidder must provide a 100% Performance Bond and a 100% Payment Bond from a surety company licensed in New Jersey. Bidders must comply with various laws and ordinances, including the New Jersey Prevailing Wage Act and the requirement to direct at least 25% of the total bid price to a minority business enterprise. Additionally, 7% of the contract bid price must be directed to a women's business enterprise. The Owner reserves the right to reject all bids and award the contract to the lowest responsible bidder.
