This RFP is an open competitive solicitation. Participation is not limited to organizations that responded to, were evaluated through, or were shortlisted under any prior Request for Qualifications or other preliminary procurement process. All qualified organizations may submit a proposal in accordance with the requirements of this RFP.The City has elected to conduct an open solicitation in response to significant increased interest in the opportunity and the City’s clearer understanding of the Center’s programming, facility, partnership, and operational needs resulting from recent City Council approvals and continued development of the Irvine Center of Innovation and Entrepreneurship. All proposals submitted through this RFP will be evaluated solely on the requirements and criteria stated herein.The City of Irvine (hereinafter referred to as the “City”) is requesting proposals to establish a services contract (Agreement) for an Accelerator Operator (“Operator”) to serve as a cornerstone of the City’s proposed Center of Innovation and Entrepreneurship (“Center”). The Agreement shall be negotiated with the highest-rated firm, with work anticipated to commence on or aboutNovember 1, 2026. The Scope of Services set forth in ATTACHMENT I shall form the basis of the agreement.
