DCSWA currently manages landfill operations through decentralized sensors and alarms, all of which are local-only indicators. With facility growth and aging systems, a need for a unified, scalable RMC platform has become critical to enable real-time management, emergency responsiveness, historical analytics, and improved regulatory compliance. The primary goals and objectives for the new Landfill RMC System Centralized Monitoring and Control: Provide a single, integrated platform for real-time monitoring and control of various landfill systems and processes. Enhanced Data Availability: Ensure that operational data is readily accessible by authorized personnel for informed decision-making. Improved Alarm Management: Implement a robust alarm system that notifies appropriate personnel promptly and allows for efficient tracking and resolution of alarms. Historical Data Logging and Reporting: Collect, store, and provide tools for analyzing historical operational data, and generate automated reports for operational insights and regulatory compliance. Scalability: Design an RMC system that can be easily expanded to accommodate future growth of the facility and integration of new technologies and monitoring points. Reliability and Redundancy: Ensure high system availability and data integrity through appropriate redundancy measures. Security: Implement robust cybersecurity measures to protect the RMC system from unauthorized access and cyber threats. User-Friendliness: Provide an intuitive and easy-to-use interface for operators and other users. Scope of Work Design and Engineering Equipment Procurement and Installation Programming and Integration Post-installation support The selected Proposer (hereinafter referred to as "the Integrator") shall provide a turnkey RMC system solution. General RMC System Architecture Open, non-proprietary communication protocols (e.g., DNP3, Modbus TCP/IP, Ethernet/IP, Sparkplug B, MQTT, OPC UA) is required. The RMC system must be designed for high availability and reliability (i.e. 99%). The Integrator shall provide Deliverables Detailed Design Document, network diagram, red line markups on existing infrastructure. All specified hardware (Cellular modem, routers, etc.) and software including licenses (where applicable). Fully installed and commissioned RMC system. Comprehensive training for personnel. Warranty and support services as specified. Approach to meeting the monitoring, control, alarming, historian, and reporting requirements. Description of HMI design philosophy and sample screen mock-ups (if possible) All code related to programming of PLC/HMI units. General RMC System Design and Implementation Provide secure, real time, browser-based access via desktop devices and Mobile devices Utilize VPN or equivalent secure remote access methods User login Credentials for secure access Real-time monitoring of the points defined herein Automated alarm callouts to appropriate personnel Secure encrypted communication protocols Scalability for future RMC system expansion Control interlocks (e.g., Tank 1,2,3,4, Wet well high-level alarm will fault all pumps to stop flow of liquid). Compatibility with the existing PLCs/HMIs (Siemens Simatic s7-1200, Siemens KTP700 Basic) Maintain full local control and data logging during loss of WAN/cloud connectivity, with automatic synchronization upon reconnection Monitoring and Control Points The RMC system shall monitor and control, at a minimum, the following points and systems signals will be from existing PLC units (This list identifies the minimum monitoring and/or control requirements and is not intended to represent an exhaustive list of all points or parameters) Grit Chamber (1 site): Pump statuses (ON, OFF, FALUT), run times, flow rates, level alarms (high, low, containment), power loss. Control: Interlocks. Pump House (2 sites) (e.g., SAE Pumphouse): Pump statuses (ON, OFF, FALUT), run times, levels, flow rates, level alarms, power loss, sump pump alarms, gas alarms, door sensors. Control: Interlocks. Storage Tank (4 sites) (e.g., T001, T002, T003/T004): Pump statuses (ON, OFF, FALUT) tank levels, level alarms (high, low, containment). Control: Interlocks. Wet Well (1 site): Pump statuses (ON, OFF, FALUT), run times, levels, effluent flow rates, weir flow rates, level alarms, failure alarms, power loss. Control: Interlocks. Landfill Gas Collection and Control System (LFGCCS) Blower/Flare station parameters (flow, temperature, pressure, runtime, shutdowns, alarms). Power monitoring (main incomers, generator status). Screen and Display Configuration Integrate or develop new HMI interfaces for any site being integrated. (where applicable) Provide secure web remote access (e.g., view-only mobile client for Apple/Android, VPN for administrative access). Implement a two-click control for confirmation of change, role-based dashboards (i.e. Hand Run, Restart, etc.). Intuitive Summary and Data screens, alarm banners, navigation standards, consistent color philosophy, trend displays ISA-101 HMI design principles Alarming and Notifications Integrate existing PLC alarm user-defined setpoints, priorities, and deadbands. Configure alarms with SMS and email alerts; Provide repeat and escalation functionality. Provide alarm history logging and reporting. Allow for editable alarm formats (i.e. configurable alarm delays change parameters, alarm set points, priority). Alarm audit trail Designed in accordance with the principles of ANSI/ISA-18.2 Communication and Network Infrastructure Design and implement a secure and reliable communication network (fiber optic is present at all sites existing, cellular connection backup) connecting all RMC components. Configure necessary network protocols. Cellular failover strategy Training Provide up to 16 hours of on-site training covering navigation, admin, and configuration tasks. Outline of the Required training program, including topics, duration, and methodology. - Provide comprehensive training for Authority personnel, including: - Basic RMC system operation and navigation. - Alarm management. - Report generation and data analysis. - Basic troubleshooting. Documentation Deliver full technical documentation; Update system network diagrams; Document all calculations and configurations. PLC backups. 3. PROPOSAL REQUIREMENTS Proposals shall include: • Cover Letter • Executive Summary • Firm Qualifications (including years of RMC/RMC experience and certifications) • Project Approach and Methodology • Cost Proposal • References from at least 3 similar projects References Provide a minimum of three (3) client references for similar RMC projects completed within the last five (5) years, preferably in the landfill, wastewater, or industrial sector. Include organization name, contact person, phone number, email address, project description, and project value. A mandatory on-site pre-bid site visit is required for all Proposers seeking consideration for award. The purpose of the site visit is to provide each Proposer with an opportunity to inspect the existing RMC infrastructure, PLCs, HMIs, communications systems, monitoring locations, pump houses, storage tanks, wet well, landfill gas collection and control system, power monitoring equipment, and other site conditions that may affect the work. Each Proposer shall be responsible for becoming familiar with existing site conditions, access requirements, available infrastructure, and other conditions that could affect its proposal. Failure to inspect the site shall not relieve the selected Integrator of responsibility for conditions that a reasonable site inspection would have revealed. Attendance shall be documented by DCSWA. Proposals submitted by firms that do not have documented attendance may be deemed non-responsive and will not be considered for award.
