DESCRIPTION: Under contract with New York State Department of Transportation, Henningson, Durham & Richardson Architecture and Engineering, P.C. (HDR) is seeking to retain a Subcontractor to provide Work Zone Traffic Control and Access Equipment ETC on I-287, Kosciuszko Bridge (I-287), New York City under Contract D042115. SCOPE OF SERVICES: The selected Subcontractor will be required to provide all labor, materials, machinery, tools, and equipment for Work Zone Traffic Control & Access Equipment ETC on I-287 in New York City, NY. These required services will assist Henningson, Durham & Richardson Architecture and Engineering, P.C. (HDR) and New York State Department of Transportation (NYSDOT) personnel, or their authorized designee, with inspection services within the above limits. Work shall be performed as described and in accordance with the New York State Department of Transportation (NYSDOT) Standard Specifications, Manual of Uniform Traffic Control Devices (MUTCD), regulations, directives, guidelines, policies, procedures, manuals and all applicable laws. Required Experience: As the safety of human lives is at risk, the Subcontractor (and their personnel) shall be thoroughly knowledgeable, trained, and have a minimum of five (5) years of documentable experience in the safe operation and performance of traffic control and any/all types of equipment that shall be used on the project. Additionally, flag persons must have at least six (6) months of documentable experience. All Subcontractors’ personnel assigned to this work shall have the necessary certifications to perform said work and must be able to communicate in a clear and effective manner. All equipment must meet NYSDOT requirements, regulations, directives, guidelines, policies, procedures, manuals and all applicable laws. The project duration is from the beginning of the Subcontract (anticipated in September 2026) until September 2031. The number of workdays required per crew to WZTC will vary from zero to five (0 to 5) days. As many as three (3) separate work crews with all necessary equipment and materials may be required to work simultaneously at any time during the Contract. Also, full and partial day and nighttime closures will be required to complete the work. One contract will be awarded for both day and night work. Henningson, Durham & Richardson Architecture and Engineering, P.C. (HDR) has a Prime Contract with the NYSDOT, Contract No. D042115. All applicable provisions of the Prime Contract apply to the Subcontract. Henningson, Durham & Richardson Architecture and Engineering, P.C. (HDR) reserves the right to reject any and all bids, to waive any and all informalities, to invite for new bid proposals and to disregard all nonconforming, non-responsive or conditional bids. Insurance: Insurance requirements are provided in the Bid Package. Permits: HDR is responsible for procuring all permits necessary to perform work, including, but not limited to: entry and temporary lane closure permits. Bid Letting: Bids shall be mailed (return receipt required), or otherwise delivered in a sealed envelope labeled Confidential – Sealed Bid for D042115 WZTC Services, and also labeled with the name of the bidder. As noted previously, bids must be received at the offices of Henningson, Durham & Richardson Architecture and Engineering, P.C. (HDR), 500 7th Ave. New York, NY 10018 no later than 1:00 PM on September 17, 2026. Proposals received after the deadline will be returned to the bidder unopened. The Bids will be opened as soon as possible after 1:00 PM on September 17, 2026. The Award of the Contract will be made within 30 calendar days after receipt of Bids, subject to final approval of NYSDOT. A tabulation of the Bids may be requested and will be provided to all Bidders by email. Under the requirements of the State Procurement Act all communications regarding advertised projects are to be channeled through the Contract Management Bureau's Designated Contact: Matt Wagner of Henningson, Durham & Richardson Architecture and Engineering, P.C. (HDR). Until a contract is approved, contact with any other NYSDOT or Henningson, Durham & Richardson Architecture and Engineering, P.C. (HDR) associates or employees concerning this project should not be made unless otherwise directed by the Office of Contract Management. Communications made contrary to this policy and deemed an attempt to influence the outcome, may result in disqualification. HDR reserves the right to suspend or withdraw its approval of contract where HDR determines it is in the best interest of the State to do so, including, but not limited to a Subcontractor’s failure to comply with Health and Safety requirements, failure to comply with the terms of the Contract, and/or failure to remain a responsible Subcontractor for the entire duration of the Contract.
