K-12 Demographic Consulting Services

The purpose of this Request for Statements of Qualification is to obtain proposals from qualified firms to provide comprehensive K-12 Demographic, community engagement, educator engagement, and school closure timelines to the Canyons School District, hereafter referred to as “District”. It is anticipated that this RFSQ may result in a contract award to a single agency. This RFSQ is designed to provide interested firms, hereafter referred to as “Agency”, with sufficient basic information to submit proposals meeting minimum requirements but is not intended to limit a proposal's content or exclude any relevant or essential data. Offerors are at liberty and are encouraged to expand upon the specifications to evidence service capability under any agreement. Canyons School District will not be liable for any costs agencies may incur in the preparation or presentation of this proposal. All solicitation responses must be submitted electronically through Euna Procurement, powered by Ion Wave. BACKGROUND Canyons is a large school district in the Intermountain West with 45 schools. The Business Administration of CSD is seeking a ‘K-12 demographic consulting’ firm to assist in making well-informed, data-based decisions that will support educational best practices while also being fiscally responsible to our patrons. In general, we are seeking a potentially full range of master planning consultation services, up to and including school boundary changes as well as possible closure recommendations. CSD does have one employee in our Information Systems Department who specializes in GIS software. We also have a completed Facility Condition Index (FCI) report that we expect the consultant to use in their proposal. We believe we can provide many of the required data sets upon request. We are seeking an independent, third-party analysis of our boundaries with potential emphasis on school closure options. The consultant will also need to engage with the community and employees in the information gathering process. The consultant will need to create a timeline for proposed closures as well as demonstrate the cost-effectiveness of maintaining small schools, including but not limited to maintenance costs, administrative costs, etc. After award, the District will meet with the awarded vendor to ensure that the entire vision and needs of this consultation project are captured and understood. The District will also require, after award and cost negotiations, a project timeline to present that timeline to the Board of Education. Eligibility Requirements 1. Provide examples of past work that demonstrates you are qualified to complete the requested service. 2. Resumes of those individuals who would be assigned to the project. 3. Any other experience or qualifications that have not been requested but that you would like to include to demonstrate your company's experience, results, and expertise. Award of Contract by Board of Education (if required) 10/06/2026 6. Contract Finalized 10/2026 DETAILED SCOPE OF WORK The exact scope of work is not known by the district, but generally we know that we need a qualified consulting firm to provide services to include: 1. In-person and video conferencing community engagement. 2. Facilitation of community presentations and school board reports as needed. 3. Maps and storyboards. 4. Electronic copies of all data collected. 5. Re-boundary and/or school closure recommendations for the next 10 years. 6. Enrollment Projections for all district schools for the next 10 years. 7. Demographic analysis for all district schools for the next 10 years. References Please provide a list of at least three but no more than five references from work with large districts (over 30 schools). The references should provide evidence of work similar in scope to this request. The District reserves the right to contact or visit any of the Agent’s current and/or past customers to evaluate the level of performance and customer satisfaction.   Technical Proposal Requirements Proposing Suppliers are expected to complete Schedules A-D (in Attachments) and upload as part of their proposal.  Pricing. Pricing will not be requested during the initial phase but will be directly negotiated with the highest ranked offeror.  Evaluation of Proposals Evaluation Criteria  CSD will evaluate each proposal submitted based on responsiveness to CSD’s overall needs. The award of contract, if made, will be to the supplier(s) who are responsive and responsible to all administrative and technical requirements of the SOQ; who has demonstrated competence and qualifications in regards to providing the services required; the pricing for the services offered will be negotiated with the highest ranked offeror; and who receives the highest rating based upon all of the criteria set forth in the SOQ.     n/a: Certification of Proposal (Schedule A)      10 Points:     Executive Summary (Schedule B)         30 Points:     Qualifications/Experience (Schedule C)           30 Points:     Detailed Response (Schedule D)      15 Points:     Resumes      15 Points:     References          Evaluation Method The schedules will be scored by an evaluation committee. Evaluators will score each section 1-5 (1 being low and 5 being high). Scores will then be multiplied by a specified number (see the example evaluation table below).         Score will be assigned as follows: 0 = Fail, fails to address the requirements 1 = Poor, inadequately addresses the requirements 2 = Unsatisfactory, only partially responsive to the requirements 3 = Satisfactory, meets minimum requirements 4 = Good, meets requirements and exceeds in some respects 5 = Excellent, exceeds all of the requirements         Firm Name: Evaluator: Date: Score  (0-5) Weight  Points  1.
