JCSA RFP 20270342 Easement Clearing Services

The purpose of this Request for Proposal (RFP) is to solicit sealed proposals to establish a contractwith qualified and experienced firm(s) to provide Easement Clearing/Maintenance Services toJames City Service Authority. The owner reserves the right to award contracts to more than oneOfferor. The James City Service Authority (JCSA) owns water and wastewater pipelines that are located withinpermanent easements throughout James City County. Over 150 miles of easements must be maintained bythe JCSA in order to keep utility pipelines accessible. The condition of these easements with respect tovegetative cover varies. Some are fairly open while others are heavily overgrown with trees and brush.JCSA’s primary objective is to keep the easements free of trees and shrubs. Other natural grasses, legumesand wetland vegetation do not pose a problem, and are encouraged to provide soil stability and erosioncontrol. Easements typically are centered on, and follow, pipeline alignments. The majority of theeasements are 20’ in width, but widths may vary between 10’ and 30’ or more. JCSA is seeking contractservices to cut trees and shrubs and/or apply Herbicide Treatment within the easements. Easements thathave small saplings and shrubs that can be managed by applying an Herbicidal treatment to the foliage shallbe addressed in that manner. Treatment shall consist of an EPA approved foliar application of an herbicidemixture intended for use in wetland and aquatic environments. The herbicide used shall effectively killexisting trees and shrubs, and prevent re-growth of treated vegetation. The Contractor shall apply theherbicide in accordance with the manufacturer’s recommendations.
