The Vermont Agency of Natural Resources (ANR) Climate Action Office seeks a qualified contractor to update and expand Vermont’s existing life cycle greenhouse gas (GHG) emissions analysis, originally developed in 2023. This work supplements Vermont’s annual in-boundary, sector-based GHG Emissions Inventory and will support future updates to the Vermont Climate Action Plan. The contractor will update life cycle emissions factors; add pathways for Renewable Diesel and expanded biofuel categories; reevaluate the wood and wood pellet pathways using Northeast specific data in collaboration with the Department of Forests, Parks, and Recreation; and calculate the life cycle mass of emissions (CO2e) for each energy source. The contractor must develop, present, and refine the analytical methodology based on State feedback, and produce a detailed methodology report documenting assumptions, data sources, calculations, and results. The final deliverable will be a complete, publication-ready life cycle GHG analysis to be issued as a supplement to Vermont’s Greenhouse Gas Emissions Inventory and Forecast. All work must be completed by May 31, 2027.
