NOTICE OF PUBLIC HEARING AND TO BIDDERS CITY OF AMES, IOWA AMES ANIMAL SERVICES FACILITY FLEET/FACILITIES DEPARTMENT PUBLIC IMPROVEMENT PROJECT Notice is hereby given that the City Council of the City of Ames, Iowa, will meet in Council Chambers at City Hall, 515 Clark Avenue, Ames, Iowa, at 6:00 p.m. on October 13, 2026, at which time and place the City Council will hear objections to the proposed plans, specifications, and form of contract for said Ames Animal Services Facility. City of Ames Contract No. 2027-007. Sealed bids will be received by the City Council for said project in accordance with the plans and specifications now posted online at ames.bids.ionwave.net (AmesBids), and said bids shall be submitted electronically in AmesBids prior to 2:00 p.m. local time, on the 30th day of September, 2026, at which time bids will be publicly opened and read aloud via Teams at https://teams.microsoft.com/meet/211687014288107?p=gfzjLKzTy6EWDutw9a in the Council Chambers in City Hall, 515 Clark Avenue, Ames, Iowa. All bids received after the deadline for submission of bids as stated herein will not be considered. Bidders must be a registered supplier to submit a bid in AmesBids. Bidders are encouraged to create bids early with the required attachments. Contractors assume all risk associated with submission of their bid. The City Manager shall announce the results of the bidding, together with his recommendations thereon, to the Council at its meeting to be held at 6:00 p.m. local time on October 13, 2026. Paper copies thereof may be obtained at Beeline + Blue, 2507 Ingersoll Avenue, Des Moines, Iowa 50312, 515-244-1611. Two sets of Bid Documents can be obtained by general contract bidders upon receipt of a refundable deposit, in cash, in the amount of $150 for one set. A second, non-refundable check for $20 made out to the printer shall be included if shipping is desired. Deposit will be refunded if Bid Documents are returned complete, undamaged, unmarked and reusable, within ten (10) days of bid submission. Failure to comply will result in forfeiture of deposit. Bid forms obtained from any other source may be incomplete. Bidders using a bid form not obtained from the Beeline + Blue are advised to contact the City of Ames Purchasing Division to provide a contact name and email address to enable receipt of necessary addenda. Reproduction of these documents without the express permission of the City of Ames is prohibited. The general nature of the work on which bids are requested is a new building addition and renovation of an existing pre-engineered metal building. Renovation work includes remodel of finished interior spaces, entrance systems and fenestration, exterior cladding systems, screen walls and louver systems. The project includes civil, structural, mechanical, electrical, plumbing and telecommunication work. A pre-bid meeting will be held at 11:00 a.m. local time on Thursday, September 10, 2026. Commencing at the City of Ames, Ames Animal Services Facility, 2715 Dayton Avenue, Ames, IA 50010. This meeting will include site inspection. It is the responsibility of potential bidders to obtain the information from this meeting and site inspection; no written report will be provided. All bids shall be submitted in AmesBids on or before the time set herein for the bid opening at amesbids.ionwave.net. Bids shall be made on the Bid Form furnished in the bid documents. The preferred method is to submit bids in AmesBids at amesbids.ionwave.net in the format required, included with these bid documents with all prices and requested data properly filled in, prior to the time and date bids are due. If technical issues occur while submitting the bid, contact the Procurement Specialist for the bid and determine an alternate method to submit the bid. Failure to submit the required information may deem the bid non-responsive. The bid shall include acknowledgement of receipt of all addenda. Addenda numbers shall be filled in the bid response. Each bid shall include the bid security as defined in Code of Iowa Section 26.8 and as specified in the Instructions to Bidders. The City of Ames reserves the right to defer acceptance of any bid for a period not to exceed thirty (30) days after receipt of bids, and no bid may be withdrawn during this period. Each successful bidder shall be required to furnish a corporate surety bond in an amount equal to one hundred percent (100%) of its contract price. Said bond to be issued by a responsible surety approved by the City Council and shall guarantee the faithful performance of the contract and the terms and conditions therein contained and shall guarantee the prompt payment of all material and labor, and protect and save harmless the City from claims and damages of any kind caused by the operations of the contract and shall also guarantee the maintenance of the improvement in good repair for a period of one year from and after the completion and acceptance by the City. After the award and approval of contract and performance bond, work on this contract shall be substantially completed no later than September 17, 2027. The City does hereby reserve the right to reject any or all bids, to waive informalities, and to enter into such contract, or contracts, as it shall deem to be in the best interest of the City. As required by Iowa Administrative Code 875, Chapter 156, the bidder shall complete and submit the Bidder Status Form with its bid. By completing and submitting the Bidder Status Form, the bidder is certifying their resident status. By virtue of statutory authority, preference will be given to products and provision grown and coal produced within the State of Iowa, and to Iowa labor, to the extent lawfully required under Iowa statutes.
