Improvements to the Water Distribution System Contract No. 11 Plank Road Water Main

SECTION 00050 REQUEST FOR PROPOSALS East Feliciana Rural Water System, Inc. (herein referred to as the "Owner") hereby solicits sealed bids for the Improvements to the Water Distribution System, Contract No. 11 – Plank Road Water Main project described as follows: STATEMENT OF WORK (PEC Project No. 11253-11): Directionally Drilling HDPE Water Mains, Valves, Fittings, Connections to Existing Water Mains, and Associated Appurtenances. Sealed Bids shall be addressed to the East Feliciana Rural Water System, Inc. and delivered to the East Feliciana Rural Water System Office, 10270 Hwy. 10, Ethel, LA 70730 not later than 2:00 p.m. on Wednesday, September 9, 2026. Any bid received after the specified time and date will not be considered. The sealed bids will be publicly opened and read aloud at 2:00 p.m. on Wednesday, September 9, 2026, at the East Feliciana Rural Water System Office located at 10270 Hwy. 10, Ethel, LA 70730.Complete Bid Documents, Instructions to Bidders, Bid Form, Contract, Plans, Specifications, and Forms of the Bid Bond, Performance Bond and Payment Bond, and other bidding documents may be downloaded from the Professional Engineering Consultants (PEC) Plan Room as hosted by Central Biddinghttps://www.centralbidding.com (subject to fees and conditions). Prospective Bidders are solely responsible for obtaining the most up-todate bidding Documents from the designated website. Bids will not be accepted through the online bidding portal. Bids will be received by mail and/or hand delivery to the location as stated above. Complete Bid Documents may also be examined by emailing PublicWorks@forteandtablada.com or at the Office of the Engineer for the contract; Professional Engineering Consultants Corp. located at 9107 Interline Ave., Baton Rouge, La 70809; (225-927-9321). Hard copies may be obtained at this office upon payment of a deposit of $150.00. This deposit will be refunded upon request in accordance with R.S. 38:2212. Contractors submitting bids shall be licensed under LA R.S. 37:2150-2164, Municipal and Public Works Construction. The bidder shall show his license number on the bid and on the sealed envelope submitting the bid. The Owner reserves the right to reject any and all bids for just cause; such actions will be in accordance with Title 38 of the Louisiana Revised Statutes. In accordance with R.S. 38:2212 (A)(1)(b), the provisions and requirements stated in the Bidding Documents shall not be waived by any entity. Each Bidder must deposit with his/her bid, security in the amount of at least five percent (5%) of the total bid price, provided on the specified form and subject to the conditions provided in the Information for Bidders. Sureties used for obtaining bonds must appear as acceptable on the U. S.
