The City of San Jose’s Environmental Services department is seeking proposals for Waste Material Characterization Consulting Services. The primary objective is to assess the percentage by weight of Program Materials collected by San José recycling haulers and the percentage by weight of these materials in post-processing residue. This data will help evaluate whether the city's recycling contractors are meeting their materials recovery standards. The anticipated budget for this Master Consultant Agreement is approximately $1,250,000. Consultants must possess relevant education, experience, and technical capabilities. All work will be subject to City approval via a Service Order. Proposals are due by September 25, 2026, at 4:00 PM PT.
