RFP-Integrated Public Safety System

The City of Grapevine, Texas (referred to as “the City”) invites your company to provide a proposal for the implementation of a replacement of its Public Safety Systems.     The City is soliciting proposals for the replacement of the following components:     Computer Aided Dispatch System (CAD), Law Records Management System (LRMS), Mobile - CAD Mobile Data Terminal (MDT) and Field Based Reporting (FBR), Detention Management System (DMS),     The proposed system must integrate with the First Due Fire Records Management Systems (FRMS) used by the Grapevine Fire Department.   The city is only considering solutions that are fully cloud-based SaaS. Vendors may propose all or part of a full system solution, either by offering all parts themselves or by subcontracting the functionality or aspects they do not offer; the city will balance the functional fit of solutions offered with that of more complete solutions that reduce the ongoing burden of integration support. Where third-party components are proposed, the prime vendor shall consolidate all partner and module responses into a single, unified proposal submission. The city is open to all architectural approaches within the SaaS model and encourages participation from vendors across this spectrum; however, vendors must demonstrate a proven track record of successfully integrating the components they propose, supported by evidence of successful implementations at agencies of comparable size and complexity to the city.   Optional Pre-Proposal Conference Call & Questions The purpose of the Optional Pre-Proposal Conference Call is to provide interested vendors with an opportunity to obtain clarification, from subject matter experts, regarding the specifications and requirements outlined in this RFP. The Optional Pre-Proposal Conference instructions and the link to the conference is listed in Section 1.5.3; this meeting is NOT mandatory. Date September 10, 2026, from 11:30 am to 12:30 pm. All questions regarding the terms, conditions or specifications of this bid must be submitted by 10:00 p.m. CT, September 23, 2026, through the eBid system.
