Wilkes-Barre Housing Authority Outdoor Pavilion Shelters

The Wilkes-Barre Housing Authority is seeking bids for the construction of outdoor pavilion shelters. Bids must be submitted by 10:00 A.M. on September 10, 2026, at the Housing Authority Administration Offices located at 50 Lincoln Plaza, Wilkes-Barre, PA 18702. The bids will be publicly opened and read aloud at the same time and location. A Pre-bid Conference is scheduled for August 26, 2026, at 10:00 A.M. at the Housing Authority's Main Office. Interested bidders can examine and obtain the Contract Documents at the office of PennEastern Architects, LLC, located at 165 N. Wilkes-Barre Blvd., Wilkes-Barre, PA 18702. A non-refundable fee of $100.00 is required to purchase one set of the Contract Documents, payable to PennEastern Architects, LLC. Bidders are encouraged to visit the site to understand the conditions and review the scope of work. All bids must include a certified check or Bid Bond for at least 10% of the bid amount as a guarantee for contract execution if awarded. If the bid is not accepted, the bid will be returned. Bidders must comply with bonding and insurance requirements within ten days after the Notice of Award. The successful bidder must also deliver a Performance Bond and Payment Bond, each for 100% of the Contract Sum, along with a Certificate of Insurance. The project is subject to Equal Employment Opportunity provisions and requires payment of minimum salaries and wages as specified in the Contract Documents. The successful bidder will incur all necessary taxes, and the agreement will stipulate Liquidated Damages of $200.00 for each calendar day of delay beyond the deadline. Bidders may seek clarification on the Contract Documents up to five days before the bid opening. Proposals must be submitted in triplicate in a sealed envelope addressed to the Wilkes-Barre Housing Authority, Attn. Judy Kosloski, Executive Director, and clearly marked with the project title. The Housing Authority reserves the right to accept or reject any bids and no bid shall be withdrawn for 90 days after the opening.
