THE NEW YORK POWER AUTHORITY (HEREAFTER, THE "AUTHORITY" OR "NYPA") INVITES YOU TO SUBMIT A PROPOSAL TO FURNISH ALL SUPERVISION, LABOR, MATERIALS AND EQUIPMENT (EXCEPT FOR SERVICES, MATERIALS AND/OR EQUIPMENT TO BE FURNISHED BY OTHERS AS SPECIFICALLY REFERRED TO IN THE CONTRACT DOCUMENTS) FOR THE FOLLOWING PROJECT: This Request for Qualification(RFQ) seeks a solution for the following: This solicitation seeks to pre-qualify vendors and applications for NYPA and its subcontractors to deliver an EHS Compliance Solution (Software and Implementation). This solution is expected to deliver a centralized, cloud-based, EHS compliance management platform, incorporating: • Site-specific compliance protocols aligned with federal, state (NY), and permit-specific requirements. • Automated workflows for findings, action tracking, and reporting. • Configurable checklists and templates tailored for internal inspections and assessments. • Integrated regulatory content and real-time updates. • Regulatory Compliance Calendar • Mobile access to support field operations. • Inward and outward facing dashboards and analytics to support decision-making and continuous improvement. • Capable of being integrated with Maximo and other systems listed in Section 4. • User training • IT software support • EHS technical support This solution will be utilized to capture and track EHS information, incorporating EHS regulations related power generation, transmission and waterways management at NYPA and Canals facilities across New York State: • Generation Facilities: 17 • Transmission Facilities: 18 Substations, 1,550 Miles of Rights of Way • Battery Storage Facility • Administrative Offices: 6 • Canals Maintenance Facilities: 10 • Locks and Waterway Control Structures: 74 • Capital scale construction projects NYPA is requesting vendors to provide the following in connection with their proposed solution(s) : · Software/Software Licenses · Software Implementation & Professional Services · Training · Software Support/Maintenance This Request for Qualification (RFQ) is a two‑step process. After NYPA qualifies the suppliers, a separate addendum will be issued to solicit a Request for Proposal (RFP). Bidders must respond to this RFQ to be eligible for the RFP. All bidders will be evaluated based on the technical criteria listed below. After the RFQ is completed, a mini bid or shorten Request for Proposal (RFP) will be held with the qualified vendors, at which time, longer term objectives and governing agreements will be released. Vendor can provide long term cost in separate proposal in the Attachment 3 Cost Proposal format at any part of the process. Location of Event: Enterprise wide NYPA Proposed Term: (5) years Bidders must have commensurate experience. Bidders are hereby directed to make use of the New York Power Authority's website at www.nypa.gov in order to obtain instructions on participating in the bidding process through Ariba. Bidders obtaining bid documents from sources other than NYPA Ariba do so at their own risk. Further details on qualifications/requirements can be found in the Bid Documents.
