Lead Service Line Replacement Program 2026 Part 2

This project includes specialized work at 3000, plus or minus, locations throughout the City of Akron Water service area on private property and in the public right-of-way. This work will be comprised of two (2) contracts, each with approximately 1500 locations. The work shall include but not be limited to hydro-excavating curb boxes to determine house line and service line material, excavation in driveways, sidewalks, or tree lawn to expose existing water mains and curb boxes, installing new house lines and disconnecting/renewing service lines. The Contractor(s) shall be responsible for coordinating work and gaining access to private property if necessary. The Contractor(s) will install new house lines from the curb box into the meter. The Contractor(s) shall be responsible for any and all restoration within the right-of-way and/or private property if necessary. The Contractor will be required to coordinate all activities with City of Akron Water Distribution, notify customers of the interruption of their water service, and restore the site in a timely manner. Traffic will be maintained as much as possible if necessary. The Contractor will be required to utilize a local SBE subcontractor for all restoration items consisting of all pavement, concrete, and lawn restoration per the Proposal Form Schedule. Contractors may petition the City in writing to substitute those restoration bid items designated for an SBE subcontractor with alternative bid line items of comparable value. The Engineers Estimate values the items designated for an SBE contractor at approximately 10% of the value of the contract. A list of certified SBE Contractors, and methods for becoming a certified SBE can be found on the ODOT website (SBE Directory | Ohio Department of Transportation). The City may also accept certified-SBE from other governmental entities. Contractors who do not meet Akron’s SBE requirements will be considered non-responsive and their proposal will not be considered.
