Asbestos Abatement, Demolition, Site Clearance, Backfill, and Grading of Twenty Two Vacant Dwellings/Structures

The City of Youngstown is formally seeking bids for the asbestos abatement, demolition, site clearance, backfill, and grading of twenty-two vacant dwellings and structures under Contract No. RD-1-2026. Sealed bids must be submitted by 12:00 noon, local time on Friday, September 11, 2026. At that time, bids will be electronically opened and read aloud in the Department of Public Works Conference Room located on the 5th Floor of City Hall, 26 South Phelps St., Youngstown, Ohio 44503. Bids will be publicly posted on QuestCDN immediately after the opening. A Pre-Bid Conference is scheduled for Wednesday, September 2, 2026, at 10:00 AM in the Public Works Conference Room. Bidders must complete and submit a Proposal Guaranty and Performance/Payment Bond as specified in the contract documents. The bond must be executed by a surety company listed on the Treasury Department's current list and authorized to do business in Ohio. Bids must include a Bid Bond of 10% of the total amount bid, which will convert to a 100% Performance/Payment Bond if the contract is awarded. Bidders not chartered in Ohio must provide certification of their authorization to do business in the state. The successful bidder must adhere to the wage rates specified in the contract documents and ensure compliance with the Youngstown Bid Conditions. All proposal forms must be filled out completely and submitted intact. Bidders must ensure non-discrimination in employment practices. No bids may be withdrawn for at least sixty days after the closing time for receipt of bids.
