Payroll Processing, Time, and Attendance Human Resource Management Services

Notice is hereby given that sealed proposals for the provision of Payroll Processing, Time, and Attendance Human Resource Management Services will be received and publicly opened by the Purchasing Agent of the City of Clifton. Proposals must be delivered to the Finance Office, located on the 2nd Floor of 900 Clifton Ave, Clifton, County of Passaic, New Jersey 07013, attention of Amisha J. Jariwala, Purchasing Agent. It is strongly urged that proposals be delivered before the bid opening time. The City of Clifton is prohibited from publicly opening proposals on Mondays or any day directly following a State or Federal holiday. The due date for the proposals is September 15, 2026, at 2:00 PM. Proposal documents may be obtained via email request by prospective bidders between the hours of 9:00 a.m. to 4:00 p.m., Monday to Friday. Bidders should include their company name, telephone number, and email address when submitting their request to the City's Purchasing Agent Amisha Jariwala at ajariwala@cliftonnj.org. All RFP addenda will be issued and placed on the City’s website at www.cliftonnj.org. The City of Clifton is only responsible for forwarding addendums or clarifications to those prospective respondents who obtained specifications directly from the City of Clifton, Division of Purchasing, or to those who have notified the City of Clifton, Division of Purchasing, that they have received the specification. It is the sole responsibility of the respondent to deliver their proposal on time, and the City of Clifton shall not be held responsible for tardy delivery services. Required proposer information is found in the specification documents. This proposal is solicited through a fair and open process, in accordance with N.J.S.A. 19:44A-20.4 et seq. Proposers shall comply with the requirements N.J.S.A. 10:5-31 (P.L. 1975, c.127) and N.J.A.C. 17:27-1 et seq.
