City of Youngstown Water Dept. Webb Road Booster Station Improvements

The City of Youngstown is seeking bids for improvements to the Webb Road Booster Station. Sealed bids will be accepted until 12:00 noon, local time on Friday, September 18, 2026, at which point they will be opened and read aloud at the Water Department Conference Room located at 160 N West Ave, Youngstown, OH 44502. The bids will be publicly posted on QuestCDN immediately after the opening. Prospective bidders can download the bidding information from https://youngstownohio.gov/bids or visit www.questcdn.com using QuestCDN #9998729 for a non-refundable fee of $60. To submit a bid online, bidders must download the project bid document from QuestCDN, which will add them to the plan holders list and provide access to the vBid Online Bidding system. The Board of Control reserves the right to reject any or all bids and to waive any informalities. Each bidder must include a Proposal Guaranty and Performance/Payment Bond as specified in the contract documents. The surety company must be listed on the Treasury Department's current list and authorized to do business in Ohio. If a bid is accepted, the successful bidder must enter into a contract with the City, and the bond will convert to a Performance/Payment Bond. Bids from corporations not chartered in Ohio must include certification of authorization to do business in the state. The successful bidder must pay at least the minimum wage rates as outlined in the contract documents. Pre-Bid Conferences are scheduled for Wednesday, August 26, 2026, and Wednesday, September 2, 2026, at 10:00 A.M. at the Youngstown Water Department. Attendance at the Pre-Bid Conference and site visit is mandatory for all bidders. No bids may be withdrawn for at least sixty (60) days after the closing time for receipt of bids.
