Notice is hereby given that sealed bids will be received either electronically athttps://www.centralbidding.com or in the office of the Purchasing Division at the LafayetteConsolidated Government Building, located at 705 West University Avenue, Lafayette, Louisiana, until10:00 am Central Time on the 14th day of September, 2026 for the following:2026 SALE OF SCRAP METAL MATERIALand will, shortly thereafter, be opened and read aloud in a room located at 705 West University Avenue,Lafayette, LA. Bids received after the above specified time for opening shall not be considered and shallbe returned unopened to the sender. Bidders may attend the bid opening in person, but are highlyencouraged to virtually join the bid openings via Zoom using the following link:https://us02web.zoom.us/j/82551940913?pwd=hpUOFr2za8U4yD6CtwYX69NhOAd5yk.1In accordance with Louisiana RS 38:2212. vendors may submit their bid electronically at the websitelisted above. Bidders wishing to submit their bid electronically must first be registered within LCGVendor Access at the website listed above. The registration process can take some time; therefore,LCG recommends registering days in advance of the time that bids are due. It is the soleresponsibility of the bidder to ensure their bid is delivered (whether electronically via Vendor Access,in person, or via mail) to the Purchasing Division prior to the scheduled date and time of the bidopening. Vendors may request the bid package electronically from Antoni Hoyte-Small atahsmall@lafayettela.gov.Vendors submitting bids electronically are required to provide the same documents as bidders submittingthrough the mail as soon as available. Only a bid bond, certified check or cashier’s check shall besubmitted as the bid security. Electronic copies of both the front and back of the check or bid bond shallbe included with the electronic bid.Bids must be signed in accordance with LRS Title 38:2212(B)5. A Corporate Resolution orCertificate of Authority authorizing the person signing the bid is required to be submitted with bid.Failure to submit a Corporate Resolution or Certificate of Authority with the bid shall be cause forrejection of bid.Copies of the bidding documents are available at the Purchasing Office located at 705 West UniversityAvenue, Lafayette, LA 70506. Biddingdocuments shall be available until twenty-four (24) hours before the bid opening date.Each bid shall be accompanied by a certified check, cashier’s check or bid bond payable to the LafayetteConsolidated Government, the amount of which shall be five percent (5%) of the base bid plus additivealternates. If a bid bond is used, it shall be written by a surety or insurance company currently on the U.S.Department of the Treasury Financial Management Service list of approved bonding companies which ispublished annually in the Federal Register, or by a Louisiana domiciled insurance company with at leastan A-Rating in the latest printing of the A.M. Best’s Key Rating Guide to write individual bonds up to tenpercent (10%) of policyholders’ surplus as shown in the A.M. Best’s Key Rating Guide, or by an insurancecompany in good standing licensed to write bid bonds which is either domiciled in Louisiana or owned byLouisiana residents. The bid bond shall be issued by a company licensed to do business in Louisiana andcountersigned by a person who is under contract with residing in this state. The certified check, cashier’scheck, or bid bond shall be given as a guarantee that the bidder shall execute the contract, should it beawarded to him, in conformity with the contract documents within ten (10) days.No bidder may withdraw his bid for at least forty-five (45) days after the time scheduled for the opening ofbids. Each bid shall be submitted only on the quotation form provided with the specifications.Bids will be evaluated by the Purchaser based on the lowest responsible and responsive bid submittedwhich is also in compliance with the bid documents. The Lafayette Consolidated Government reserves theright to reject any and all bids for just cause in accordance with LA R.S. 38§2214.B.The Lafayette Consolidated Government strongly encourages the participation of DBEs (DisadvantagedBusiness Enterprise) in all contracts or procurements let by the Lafayette Consolidated Government forgoods and services and labor and material. To that end, all contractors and suppliers are encouraged toutilize DBEs business enterprises in the purchase or sub-contracting of materials, supplies, services andlabor and material in which disadvantaged business are available.
