Strategic Mobility Partnership

The City of Carson (City) is seeking Requests for Qualifications (RFQs) from qualified and innovative organizations interested in developing a strategic public-private partnership to advance autonomous and/or emerging transportation services throughout the City. Examples of such services may include, but are not limited to self-driving autonomous vehicles, air taxis, and carsharing services. Through this RFQ, the City seeks to identify one or more organizations with thetechnical expertise, operational capabilities, regulatory readiness, and strategic vision necessary to plan, deploy, and support autonomous mobility services that complement and enhance Carson's existing transportation network. Respondents are encouraged to present innovative partnership concepts, deployment strategies, and business models that leverage emerging autonomous vehicle technologies to improve mobility, accessibility, sustainability, and overall customer experience. The City welcomes creative yet practical approaches that demonstrate measurable public benefit while safely integrating autonomous transportation into the community and promoting advanced clean-airmobility solutions.As a major host city for the 2028 Olympic and Paralympic Games, Carson is actively preparing to host five Olympic sports, and recognizes a unique opportunity to establish itself as a regionalleader in next-generation mobility. Events include Rugby Sevens, archery, field hockey, tennis, and track cycling. Respondents are encouraged to describe how their proposed partnership couldsupport transportation demand associated with the Games and other major regional events while creating a lasting mobility legacy for residents, businesses, visitors, and transit users.The City is experienced in administering a successful subsidized on-demand transportation program and interested in exploring how autonomous mobility can complement existing transit services, improve first-mile/last-mile connectivity, and expand transportation options. The City is particularly interested in partnership models that extend beyond conventional service agreements and may include innovative financial approaches such as revenue sharing, sponsorships, advertising partnerships, matching funds, grant opportunities, in-kind contributions, or other strategies that enhance long-term program sustainability. The City intends to leverage existing funding resources to improve public mobility and is not seeking to provide corporate incentives beyond the cost of delivering eligible transportation services.
