A. INVITATIONThe City of Sunnyvale (City) is seeking proposals from qualified and experienced armored car service providers to provide secure pickup, transportation, delivery, and related chain-of-custody services for City deposits, in accordance with Attachment A, Scope of Work.The City intends to award one (1) Services Agreement for an initial term of three (3) years, with two (2) optional one-year extensions, exercisable at the sole discretion of the City.B. PROJECT DESCRIPTION AND BACKGROUND1. DescriptionThe City of Sunnyvale (“City”) is seeking a contractor to provide consolidated secure transportation and delivery of City deposits, including currency, coin, checks, and other negotiable instruments. The agreement will include all deposit pickups from designated City locations with delivery services to the City’s designated banking institution.After presenting the required armored-transportation base proposal, a Proposer may describe separately priced alternatives or enhancements. The City may accept none, one, or more alternatives without affecting evaluation of the responsive base proposal.Each Proposer shall submit a fully responsive base proposal for the armored transportation services stated in Attachment A. A Proposer may also submit separately described and separately priced alternatives, including smart safes or other deposit-processing technology; an alternative shall not replace or qualify the required base proposal.Exceptions to service dates for City holiday observations are as follows:New Year’s Eve, New Year’s Day, Martin Luther King Day, President’s Day, Memorial Day, Independence Day, Labor Day, Thanksgiving Eve, Thanksgiving Day, Christmas Eve, and Christmas Day.The City reserves the right to cancel a scheduled pickup, without being charged, upon giving the selected contractor 24-hour notice of cancellation. In addition, the contractor will provide flexibility in the pickup schedule should a change in City operations or staffing occur and will not charge the City for these changes unless frequency of pickups is adjusted.At each pickup, the Contractor and authorized City custodian shall create a contemporaneous chain-of-custody record showing the location, date and time, tamper-evident bag or container control number, number of items transferred, and the identities or secure electronic credentials of both parties. City staff will not represent or verify the contents or dollar amount at curbside transfer. Contractor personnel shall load all accepted items without City staff entering or assisting inside the armored vehicle. Holiday, off-schedule, and canceled pickups require the advance notice stated in Attachment A.2. BackgroundThe City currently has eight (8) pickup locations. The final Service Location Schedule in Attachment A, Scope of Work, shall state, for each location, the address, authorized pickup window, service day and frequency, estimated item and deposit volumes, average value tendered per pickup, destination banking instructions, and required bank-delivery cutoff. Contractor shall complete delivery and obtain bank confirmation within the deadline stated in that schedule.
