Water Distribution System Improvements Phase 2

The City of St. Clairsville is seeking sealed bids for the construction of the Water Distribution System Improvements – Phase 2 project. Bids will be received at the City Council Chambers, located at 100 N. Market St., Box 537, St. Clairsville, OH 43950, until Thursday, September 24, 2026, at 11:00 A.M. local time, after which they will be publicly opened and read aloud.The project involves a unit price contract for the construction of the water distribution system improvements, which includes the installation of 32 feet of 8-inch and 31,152 feet of 6-inch PVC water main using open trench and horizontal direction drill methods. This work will replace existing cast iron water mains, make tie-ins to existing water mains, replace fire hydrants, reconnect customers, restore disturbed areas, and complete other miscellaneous work necessary for a fully operational water distribution system as outlined in the Contract Documents. The estimated cost for this project is $7,250,000.Bidding documents can be obtained from Vaughn, Coast & Vaughn, Inc. at 154 South Marietta St., St. Clairsville, OH, 43950, or by calling (740) 695-7256. A non-refundable deposit of $25.00 is required for each electronic copy of the documents. Bidders must obtain documents from the Engineer's office to be eligible to submit a bid.Instructions to Bidders, the Form of Bid, the Form of Contract, Specifications, and Forms of Bid Guaranty Bond can be examined at several locations, including Builders Exchange in Cleveland, Ohio Valley Construction Employers Council in Wheeling, and the City of St. Clairsville's Municipal Building.The Owner reserves the right to waive any informality or reject any or all bids. Each proposal must clearly state the names of all parties submitting the proposal. Bids must be marked on the exterior of the envelope as "Water Distribution System Improvements - Phase 2". Bidders may not withdraw their bids within 60 days after the opening date.
