Russell St Portland, TN 37148Attn: Rachel Slusser, Finance DirectorThe Portland Airport Authority of Portland, Tennessee (Authority) is soliciting sealed proposals from qualified individuals, businesses, corporations, or other entities interested in entering into a lease for an existing corporate aircraft hangar located at the Portland Municipal Airport.The Authority seeks a qualified tenant that will make appropriate aviation-related use of the facility, maintain the leased premises in a professional manner, comply with all applicable airport requirements, and contribute to the continued operation and development of the Portland Municipal Airport.This Request for Proposals (RFP) describes the property being offered, minimum qualifications, proposed lease requirements, insurance requirements, proposal submission procedures, and criteria the Authority may use in evaluating proposals.The facility includes an approximately 8,000-square-foot box hangar, measuring approximately 80 feet wide by 100 feet long. The hangar is equipped with a bi-fold aircraft door approximately 60 feet wide by 19 feet high.The facility also includes approximately 500 square feet of office space, together with separate men's and women's restroom facilities.The facility will be leased in its existing condition unless otherwise specifically agreed to by the Authority in the final lease.Proposers are encouraged to inspect the property before submitting a proposal and to independently determine whether the hangar, aircraft door clearance, office space, restroom facilities, and associated premises are suitable for their intended aircraft and operations.The Tenant covenants and agree that the Leased Premises shall be used solely for lawful airport-related purposes, including aircraft storage, flight school operations, aircraft maintenance, and other aviation or airport-related activities approved by the Authority.The Leased Premises shall not be used for aircraft painting operations or as a primary living residence on Airport property.Any use of the Leased Premises must comply with all applicable federal, state, and local laws, regulations, ordinances, airport rules, Federal Aviation Administration requirements, and the terms of the final lease agreement.Any proposed use not specifically identified above shall require prior written approval from the Authority. The proposal should include, as applicable:All activities conducted on the premises shall comply with applicable federal, state, and local laws and regulations; Portland Municipal Airport rules and requirements; Federal Aviation Administration requirements; and the terms of the final lease agreement.The Authority intends to enter into a lease with the successful proposer for an initial term of one(1) year, with the opportunity to continue the lease for up to four (4) additional years, for a potential total lease period of five (5) years, subject to the terms and conditions of the final lease agreement. The minimum acceptable rental amount shall be as follows:The Authority reserves the right to consider the proposed rental amount together with the proposed use of the premises, qualifications and experience of the proposer, financial capability, proposed investment in the facility, and the overall benefit of the proposal to the Portland Municipal Airport.Proposers shall provide sufficient information to demonstrate their ability to fulfill the obligations associated with a lease of the facility.Each proposal should include:The Authority reserves the right to request additional financial, business, or background information from any proposer prior to making an award.The successful proposer shall be required, at its own expense, to obtain and maintain insurance appropriate for its operations and acceptable to the Authority throughout the term of the lease.The successful proposer will be expected to maintain the leased premises in clean, safe, orderly, and professional condition.The final lease agreement will establish the respective responsibilities of the Authority and Tenant for routine maintenance, structural maintenance, utilities, repairs, grounds, hangar doors,HVAC systems, electrical systems, plumbing, pavement, and other components of the leased premises.No material alteration, addition, construction, or improvement to the premises may be undertaken without prior written approval from the Authority and compliance with all applicable permitting, building, fire, environmental, and airport requirements. The successful proposer shall comply with all applicable:The final lease agreement may contain additional requirements necessary to preserve compliance with obligations applicable to Portland Municipal Airport.All proposals must include the Hangar Proposal Form - See page 7.Proposals should be organized clearly and contain, at a minimum, the following:Legal name, address, telephone number, email address, primary contact person, and organizational information.Description of relevant aviation, business, aircraft ownership or operation, and airport facility experience.Detailed description of the proposed use of the hangar and associated premises.Description of aircraft expected to be based on or regularly operated from the facility.Requested initial lease term and renewal options.Proposed monthly and annual rental payments, proposed escalation provisions, and any other proposed financial terms.Information reasonably demonstrating the proposer's ability to meet the financial obligations associated with the proposed lease.Business, aviation, banking, or professional references, as appropriate or as requested by the city.Proposals must be received no later than: Date: OCTOBER 29. 2026Time: 2:30pm Proposals shall be clearly identified and labeled on the envelope: RFP - PORTLAND MUNICIPAL AIRPORT CORPORATE AIRCRAFT HANGAR LEASEProposals shall be delivered to:City of Portland, TennesseeAttn: Rachel Slusser, Finance Director 100 South Russell StreetPortland, Tennessee 37148The proposer is solely responsible for ensuring that its proposal is received by the required deadline.Late proposals will be rejected.
