Sale Of Real Property

Rio Grande City Grulla ISD is soliciting sealed offers for the purchase of real property owned by Rio Grande City Grulla ISD in accordace with Texas Local Government Code Section 272.001, and pursuant to the terms and conditions set forth in this Request for Sealed Offers.   The property located at 5353 E US Highway 83, Rio Grandy City, Texas to be sold by the District, consists of approximately 5.196 acre tract of land out of a 12.068 acre tract of land recorded in Volume 516 Page 785 deed, records being out of the West part of Porcion 83, Ancient Jurisdiction of Camargo, Mexico, now Starr County, Texas, as depicted and described in the attached Exhibit A (“Property”). Note that the Property would be conveyed subject to all applicable restrictions and matters of records, and the conveyance will not include mineral rights.   Offeror acknowledges that if their offer is selected by the District for negotiation, Offeror shall, within five (5) business days of notification of such selection, deliver to the title company an earnest money check in the amount of no less than $17,500 made payable to Landtitle Texas. The Letter of Intent must include, by separate attachment, a description of offeror’s proposed land development/utilization plan for the Property.   Any questions or inquiries related to this solicitation must be submitted online via the "Questions" tab.  before deadline on Friday, August 28, 2026 at 2:00 PM (CT).   Request for Sealed Offers will be due at 2:00 PM (CT), on Thursday, September 3, 2026.     Please click on the "Attachments" tab to see Terms, Special Terms and Conditions, the "Line Items" tab and "Response Attachments" tab pertaining to this proposal. Rio Grande City Grulla Independent School District is requesting proposals from interested and qualified vendors to be provided in accordance with the terms, conditions and specifications established within this solicitation. Interested vendors shall log in to the Rio Grande City Grulla I.S.D. e-Bidding website to view respective solicitation documents and submit their proposal electronically by the deadline. Rio Grande City Grulla I.S.D. will select the offer that provides the best price and proposed land use to the District. Rio Grande City Grulla I.S.D. uses an online bidding system to post and receive electronic proposals. Therefore, vendors are required to register using the district's e-Bidding website. Please note there is no vendor fee to use this service. In the event an acceptable offer is not received by the deadline, the Property shall remain for sale, and the offer period shall remain open until an acceptable offer is received, and a sale and purchase agreement is executed by Rio Grande City Grulla ISD.   THE ATTACHED LETTER OF INTENT, ONCE EXECUTED BY AN OFFEROR, CONSTITUTES AN OFFER TO PURCHASE THE PROPERTY, AND MAY CREATE LEGAL OBLIGATIONS ON THE OFFEROR. AN OFFER MAY ONLY BE ACCEPTED BY FORMAL ACTION OF THE RIO GRANDE CITY GRULLA INDEPENDENT SCHOOL DISTRICT BOARD OF TRUSTEES. OFFERORS MAY WISH TO HAVE AN ATTORNEY REVIEW THE LETTER OF INTENT TO ADVISE THEM AS TO THE EFFECTS THEREOF. RIO GRANDE CITY GRULLA INDEPENDENT SCHOOL DISTRICT DOES NOT MAKE AND SPECIFICALLY DISCLAIMS ANY AND ALL WARRANTIES OR REPRESENTATIONS OF ANY KIND OR CHARACTER, EXPRESS OR IMPLIED, WITH RESPECT TO THE PROPERTY, INCLUDING, BUT NOT LIMITED TO, PHYSICAL OR ENVIRONMENTAL CONDITIONS, THE VALUE, CONDITION, MERCHANTABILITY, PROFITABILITY, SUITABILITY OR FITNESS FOR A PARTICULAR USE OR PURPOSE OF THE PROPERTY. POTENTIAL OFFERORS SHALL ACKNOWLEDGE AND AGREE THAT THE PROPERTY SHALL BE CONVEYED, AND PURCHASER SHALL ACCEPT THE PROPERTY "AS IS, WHERE IS," WITH ALL FAULTS. WITHOUT LIMITING THE FOREGOING, THE FORMAL SALE AND PURCHASE AGREEMENT AND DEED SHALL CONTAIN PROVISIONS WHEREBY OFFEROR UNCONDITIONALLY RELEASES RIO GRANDE CITY GRULLA ISD FROM ANY AND ALL LIABILITY OR OBLIGATION ARISING OUT OF THE CONDITION OF THE PROPERTY, INCLUDING, WITHOUT LIMITATION, THE PHYSICAL OR ENVIRONMENTAL CONDITION THEREOF, THE COMPLIANCE OF THE PROPERTY WITH ANY APPLICABLE LAWS, AND OTHER SIMILAR MATTERS.   RIO GRANDE CITY GRULLA INDEPENDENT SCHOOL DISTRICT RESERVES THE RIGHT TO REJECT ANY OR ALL OFFERS FOR THE PURCHASE OF THE PROPERTY, WAIVE INCONSISTENCIES, OR NEGOTIATE OR MAKE COUNTER-OFFERS. THE DISTRICT RESERVES THE RIGHT TO CONSIDER OTHER FACTORS IN ADDITION TO THE PURCHASE PRICE OR OTHER TERMS WHEN CONSIDERING WHETHER OR NOT TO ACCEPT AN OFFER. SUCH FACTORS INCLUDE, BUT ARE NOT LIMITED TO, AD VALOREM TAXATION AND IMPACT OF AN OFFER ON RIO GRANDE CITY GRULLA INDEPENDENT SCHOOL.   THE CONVEYANCE OF THE PROPERTY SHALL NOT INCLUDE MINERAL INTERESTS, AND SHALL BE SUBJECT TO ALL MATTERS OF RECORD AND ALL MATTERS DISCLOSED BY A CURRENT SURVEY OF THE PROPERTY WOULD REVEAL.
