Easement Management System (RR27-102)

Issuing Procurement Unit: State of Utah Division of Purchasing Conducting Procurement Unit: Veteran & Military Affairs (VMA) The purpose of this RFP is to enter into a contract to provide: The creation of an Easement Management System as per the Scope of Work Attachment C. It is anticipated that this RFP will result in a single contract award to the responsive and responsible vendor with the highest score justified by the procurement code The methodology or formula that will be used to determine the number of contract awards is: Stage 1: Initial Review In the initial phase of the evaluation process, the conducting procurement unit will review all proposals timely received and meet Minimum Mandatory Requirements (MMRs). Non-responsive proposals not conforming to RFP requirements or unable to meet the mandatory minimum requirements will be eliminated from further consideration. Stage 2: Technical Proposal Evaluation Responsive proposals will then be evaluated by an evaluation committee appointed by the conducting procurement unit against the proposal evaluation criteria noted in the Technical Criteria prerequisite of this RFP. Proposals will be evaluated against the evaluation criteria as follows: Evaluation Criteria Points: __ 1) Company History__ 100 Points Possible 2) Product Features__ 100 Points Possible 3) Monitoring & Compliance__ 100 Points Possible 4) Acquisition & Funding__ 100 Points Possible 5) Project Management __ 100 Points Possible 6) Ongoing Maintenance & Support – 100 Points Possible Points Via Technical Criteria: __600 Offerors that achieve minimum score threshold of 420 will proceed to Stage 3: Demonstrations. Offerors with a score of less than the minimum required technical points will be deemed non-responsive and ineligible for further consideration. Stage 3 – Demonstrations: __200 Points Possible Demos will be scheduled individually with all offerors that meet or exceed the required 420-point threshold from Stage 2: Technical Evaluation. Offerors that achieve a minimum score threshold of 140 Demo points will proceed to the Final Stage: Cost Proposal Evaluation. Offerors with a score of less than the minimum required Demonstration points will be deemed non-response and ineligible for further consideration. Final Stage: Cost Proposal Evaluation Offerors successful in the technical evaluation & Demonstration stages will advance to the Final State: Cost Proposal Evaluation. The Offeror with the lowest total cost will receive the maximum points of 200. Points assigned to each Offeror’s cost proposal will be based on the lowest proposal price. The Offeror with the lowest total cost will receive 200 or 100% of the total cost points. All other Offerors will receive a portion of the total cost points based on what percentage higher their total cost is than the total lowest cost. The formula to compute the points is: Cost Points x (Lowest Proposed Price/Proposed Price). The evaluation score sheet has been attached to this RFP. The attached evaluation score sheet states the relative weight that will be given to each evaluation criteria. The evaluation committee, for this RFP, will tally the final scores for criteria other than cost to arrive at a consensus score by the following method: an average of the individual scores. Length of Contract: Five Years (5 yrs) Vendor must guarantee its pricing for One year (1yr)
