Advanced Wastewater Treatment Improvements at the Reclaimed Water Production Facility Progressive Design-Build Services

The City of Marco Island Water and Sewer Department, pursuant to Florida Statutes, Chapter 287.055, Consultants Competitive Negotiation Act, is seeking to obtain Design Build Services to upgrade the Reclaimed Water Production Facility to archive Advanced Wastewater Treatment Standards. Qualification packages will be received electronically through www.demandstar.com until 3:00 PM (EST) on October 6, 2026. The project scope includes the design and construction of the following key components: • Modification of the existing MLE tank anoxic zone • Modification of the existing MLE tank oxic zone • Addition of a new second anoxic zone in MLE tanks • New S2EBPR/RAS fermentation system • New supplemental carbon storage and feed system • Instrumentation and Control Improvements • Electrical improvements associated with the upgrades • Site infrastructure, drainage, and structural improvements associated with the upgrades • Regulatory permitting, design, and engineering preconstruction services • Maintenance of operation during construction • Final Design and Construction Services • Commissioning, training, and handover of all new components to the utility The Proposer is encouraged to review the Project Understanding document included as Part VIII, Exhibit A of RFQ 2026-012 for a more detailed description of the Project. A non-mandatory pre-proposal meeting will be held at the Reclaimed Water Treatment Plant 807 E. Elkcam Circle Marco Island, FL 34145 on September 1 at 11:00 am EST.
