Water Main and Sanitary Sewer Installation

Sealed bids will be received by Sheffield Utilities at their office, located at 300 N. Nashville Ave., Sheffield, AL 35660, until Thursday, September 10, 2026, at 1:00 P.M. CT. The project involves the installation of a new water main to serve TVA Power Service Shop No. 2 and new sanitary sewer mains to serve TVA WARLB, Complex D, and Power Service Shop No. 2, including all associated fittings, valves, manholes, service connections, erosion control, pavement restoration, and appurtenances necessary for a complete and operable system.A non-mandatory pre-bid conference will be held virtually on Thursday, September 3, 2026, at 1:00 P.M. CT. Instructions for attending the pre-bid conference are included in the contract specifications.General contractors must purchase at minimum the digital plans and specifications from The Kelley Group's online plan room at www.kelleynetworkplans.com. Bid documents are also available at reproduction cost with no refunds available.All bids must be submitted on the bid form provided in the Specifications. A cashier's check or Bidders Bond, payable to Sheffield Utilities for an amount not less than five percent (5%) of the amount bid, shall be filed with the bid. Performance and Labor and Material Payment Bonds, proof of insurance, verification of E-Verify enrollment, and a complete list of subcontractors and suppliers will be required prior to the signing of the Contract.No bids will be considered unless the bidder is properly qualified to submit a bid for this construction in accordance with all applicable laws of the State of Alabama. This includes evidence of holding a current license from the State Licensing Board for General Contractors.Bids shall be clearly identified on the exterior of the package with the bidder's name, address, the name of the project being bid, and the time and place of the bid opening. No bid may be withdrawn after the scheduled closing time for receipt of bids for a period of sixty (60) days. The Owner reserves the right to reject any or all bids and to waive technical errors if it is in the best interest of the Owner.
