The work will consist of developing a new emergency groundwater supply at Well 9. The City requires the construction of a new well to replace existing Well 9 on the same parcel.All bidding and construction are to be performed in compliance with the Contract Provisions and Contract Plans for this project, and any addenda issued thereto that are on file at the office of the City Clerk, City Hall, Oak Harbor, Washington. All Proposals must be accompanied by a certified check, postal money order, cashier’s check, or Proposal bond payable to the City of Oak Harbor and in an amount of not less than five percent (5%) of the total Proposal amount.The Owner reserves the right to reject any or all bids, to waive irregularities or informalities in the bid or in the bidding, to accept any alternate bids, and to make such award that it deems to be in its best interest and pursuant to the terms of the General Conditions.
