A/E Services - Design of a K9 Training Facility for the OC Sheriff's Office

QUESTIONS due: August 25, 2026 by 3:00 pm to: generalservices@orangecountygov.com The County is seeking an architectural/engineering (A/E) firm to provide design services for a new K-9 training facility for the Orange County Sheriff’s office as further described in the Specifications portion of this RFP at the site of the Orange County Public Safety Campus (OCPSC) located at Wells Farm Rd, Goshen, New York 10924. 1.                   OVERALL PROJECT GOALS. The goal of this project is to construct a K-9 training facility. The facility will serve as a year-round operational and training hub for the Orange County Sheriff’s Office K-9 Division, supporting classroom instruction, canine housing, tactical training, and administrative functions. The facility will include an approximate 6,000 square foot steel framed building and an approximate 2,000 square foot steel framed open side pavilion. The overall site will be approximately 8 acres.  The following features are to serve as a starting point in the design. As the design progresses certain features may change in size or amount depending on programming, functionality and budget considerations. a.       The approximate 6,000 square feet main building will at a minimum include the following features:                                                                i.      Steel framing with a concrete masonry curtain wall                                                              ii.      1 large office                                                            iii.      1 small office                                                            iv.      1 classroom for approximately 50 people                                                              v.      6 training rooms approx. 10’x20’ each with interior and exterior door access                                                            vi.      8 dog kennels with a dedicated washroom and grooming fixtures                                                           vii.      Zoned HVAC system with in floor radiant heating                                                         viii.      Bathrooms with lockers                                                             ix.      Storage rooms                                                              x.      2-bay garage with overhead doors                                                             xi.      Access control and security cameras b.       The approximate 2,000 square feet training pavilion will at a minimum include the following features:                                                                i.      Steel framing                                                              ii.      Concrete floor                                                            iii.      Power for outlets, lighting, security cameras etc.                                                            iv.      Low voltage circuits                                                              v.      Ceiling to be bird/varmint proofed                                                            vi.      Vehicle access from both long sides                                                           vii.      Connection to main building via covered walkway and concrete walkway c.       The approximate 8-acre site will at a minimum include the following features:                                                                i.      Perimeter fencing with access control at main gate                                                              ii.      Paved parking for staff and visitors and paved access road                                                            iii.      Interior fenced areas of various sizes and fence heights to differentiate training zones                                                            iv.      Pole mounted lighting and security cameras                                                              v.      Small concrete pad for ordinance storage vault                                                            vi.      Concrete curbing, only to the extent needed around the main building                                                           vii.      Dumpster area and snow storage area(s)  Date of the site visit passed; 8/19/26.  The County neither be liable for, nor review proposed contract amendments, etc. for inadequate pricing, labor, materials, time, and/ or similar issues in successful offeror's contract with the County resulting from said offeror's failure to attend and obtain information provided at the pre-proposal conference and site visit and/or any addenda issued afterward. Business enterprises awarded an identical or substantially similar procurement contract within the past five years: none.
